Economic Stability Area Director



The mission of the Louisiana Department of Health is to protect and promote health and to ensure access to medical, preventive, and rehabilitative services for all residents of the State of Louisiana.



Lead impactful work that supports families and strengthens communities. This position directs the day-to-day administrative, operational, and service delivery activities for the Covington Region within the Economic Stability Section of the Division of Family Support at the Department of Children and Family Services. Working closely with the ES Regional Administrator as part of the regional management team, the incumbent plays a key leadership role in guiding workforce and resource decisions while helping shape strategies, goals, and initiatives that advance the mission of DCFS. This role offers the opportunity to drive meaningful outcomes, support dedicated staff, and ensure vital services reach the individuals and families who rely on them most.

Requirements

Three years of the required experience for the following minimum qualifications must have been at the supervisory level or above in Child Support Enforcement, Child Welfare, or Economic Stability programs:

Nine years of social services experience; OR

Six years of full-time experience in any field plus six years of social services experience; OR

A bachelor's degree plus six years of social services experience; OR

An advanced degree in a social sciences field, business, public, or health administration, or a Juris Doctorate plus five years of social services experience.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:
  • Analyzes and assesses the effectiveness of Economic Stability (ES) programs to ensure identified performance and outcome measures are achieved, reviewing and interpreting data to evaluate program performance and quality of service delivery.
  • Develops and implements strategies to address areas needing performance improvement and identifies procedures requiring modification or clarification.
  • Ensures DCFS ES Managers implement established strategies, goals, and objectives for their areas of assignment and monitors operations to ensure alignment with the mission of DCFS ES and the Covington Region.
  • Monitors and evaluates staff work to ensure services are delivered effectively and in accordance with policy, updating strategies and plans as necessary to reflect policy changes or service delivery trends.
  • Provides guidance and oversight to DCFS ES Managers to ensure proper program administration and consistent application of policies and procedures across the region.
  • Oversees regional quality and performance monitoring systems, troubleshoots operational issues, and provides or recommends effective solutions.
  • Interviews or oversees the interviewing of applicants and employees to fill vacancies or promotional opportunities, recommending selections in accordance with applicable laws, rules, and policies.
  • Identifies staff training needs and ensures appropriate job-related instruction is provided; monitors leave usage and overtime and recommends or initiates disciplinary actions when necessary.
  • Develops and maintains effective working relationships with internal and external stakeholders and represents DCFS or the Covington Region at meetings, conferences, hearings, and other events.
  • Collaborates with the DCFS ES Regional Administrator to address sensitive or high-profile issues or cases, ensuring thorough investigation, timely reporting to executive management, and implementation of corrective actions when necessary.
