Economic Stability Area Director


The mission of the Louisiana Department of Health is to protect and promote health and to ensure access to medical, preventive, and rehabilitative services for all residents of the State of Louisiana.

This leadership role provides the opportunity to oversee and guide Economic Stability (ES) services for the Baton Rouge Region. Reporting to the ES Regional Administrator, the position directs daily administrative, operational, and service delivery functions while managing regional workforce and resource decisions. As a key member of the ES management team, the incumbent collaborates in developing strategies, goals, and objectives that support the mission of Louisiana Department of Health (LDH) and strengthen services for individuals and families across the region.

Requirements

Three years of the required experience for the following minimum qualifications must have been at the supervisory level or above in Child Support Enforcement, Child Welfare, or Economic Stability programs:

Nine years of social services experience; OR

Six years of full-time experience in any field plus six years of social services experience; OR

A bachelor's degree plus six years of social services experience; OR

An advanced degree in a social sciences field, business, public, or health administration, or a Juris Doctorate plus five years of social services experience.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:

  • Analyze and assess the effectiveness of Economic Stability (ES) programs by reviewing performance data and outcome measures; develop and implement strategies to improve service delivery and identify procedures requiring modification or clarification.
  • Ensure ES Managers implement established strategies, goals, and objectives; monitor and evaluate staff performance to ensure alignment with the mission of ES and the Baton Rouge Region, and update plans as policies or service delivery trends change.
  • Provide guidance and oversight to ES Managers to ensure programs are administered properly and in compliance with policies and procedures; implement ongoing systems to measure quality and performance, troubleshoot operational issues, and recommend effective solutions.
  • Oversee recruitment, interviewing, and selection or promotion of staff in accordance with applicable laws and policies; identify training needs, ensure job-related instruction is provided, approve leave, monitor overtime usage, and recommend or initiate disciplinary actions as necessary.
  • Develop and maintain effective internal and external working relationships to support ES goals and objectives; represent LDH and the Baton Rouge Region at meetings, conferences, hearings, and other events, and participate on committees and task forces as required.
  • Foster a high-performance work environment through positive leadership and teamwork; establish performance expectations, communicate regularly with staff, provide feedback and corrective action, conduct evaluations, support professional development, and ensure subordinate managers carry out performance management responsibilities accurately and timely.
