Job Description:
The Director of DSHS Technology Coordination serves as the dedicated liaison between DSHS and HHSC IT, advocating for DSHS IT needs, providing oversight of IT activities, and ensuring strategic alignment between business objectives and technology solutions. This position acts as a connector, orchestrator, and navigator for IT matters across the agency and works closely with executive leadership, program managers, and stakeholders to ensure DSHS receives timely, efficient, and effective IT services. This role serves as a technical expert and resource for agency-wide technology initiatives, providing analyses and recommendations to improve systems and workflows.
In this role, you will need to have a strong background in system administration, technical support, and project management with excellent analytical and problem-solving skills. Strong communication, leadership, and interpersonal skills are required to build relationships with stakeholders, understand the needs of business operations and technology solutions, and facilitate cross functional alignment to achieve value-driven outcomes.
Essential Job Functions (EJFs):
EJF 1: Strategic Leadership & Alignment (30%)
- Develop and implement technology plans that align DSHS goals with HHSC IT strategy and policy decisions related to technology strategy and operations.
- Provide strategic vision and direction for IT initiatives and coordinate with executive leadership to ensure IT activities support agency priorities and align with agency goals and operational needs.
- Participate in system-wide IT governance and planning activities.
EJF 2: Relationship Management & Advocacy (20%)
- Represents DSHS in meetings, work groups, and external forums and serves as the main point of contact for IT matters, advocating for DSHS needs and ensuring efficient service delivery.
- Facilitate communication and trust between IT and DSHS program areas and build and nurture relationships between DSHS, HHSC IT, and other stakeholders.
EFJ 3: Project Oversight & Delivery (20%)
- Oversees major IT projects and portfolios for DSHS and ensures projects are implemented in accordance with applicable laws, policies, and best practices.
- Direct development of project plans and manages service delivery plans, resource utilization, and stakeholder engagement.
- Analyze agency technology needs, recommend improvements to existing systems and processes, and attend project meetings to identify issues, develop solutions, and monitor progress.
- Provide leadership and oversight to cross-functional teams or projects as needed.
EJF 4: Procurement, Budget & Policy Input (15%)
- Oversee technology-related procurement, capital authority requests, and budget planning in collaboration with DSHS Budget and HHSC IT.
- Provide input to system-wide technology standards and practices from the DSHS perspective.
- Monitor and report on technology expenditures, ensuring alignment with operational priorities and fiscal responsibility.
EJF 5: Daily Operations & Issue Resolution (10%)
- Coordinate daily business operations related to IT services, including escalating and resolving issues affecting DSHS’ IT needs and disseminating information about technology services, incidents, outages, and maintenance.
- Conduct periodic evaluations to determine if objectives are being met and identify opportunities to revise priorities.
EJF 6: Other Duties (5%)
- Support disaster response and continuity of operations as needed.
- Assist in hiring, training, and evaluating staff performance as appropriate.
- Participate in agency-wide initiatives and special projects.
Knowledge, Skills and Abilities (KSAs):
Knowledge of public health informatics, large-scale IT operations, and industry trends; business and management principles, project management, change management, and budgetary processes.
Skill in systems analysis, technical documentation, strategic planning, and fiscal oversight; stakeholder engagement, problem-solving, and consensus-building.
Ability to translate business needs into technical solutions and roadmaps; exercise sound judgment, make critical decisions, and manage competing priorities; analyze complex IT/business needs and develop creative, workable solutions; build trust and facilitate collaboration between IT and business areas; prepare and present analyses, recommendations, and visual documentation to leadership, stakeholders, and non-technical audiences; oversee and/or supervise the work of others.

Initial Screening Criteria:
1. Graduation from an accredited four-year college or university with major coursework in information technology, computer science, business or public administration, or related field. (relevant experience may be substituted for education on a year-for-year basis).
2. Minimum of 7 years of experience one of the following areas:
- IT operations including managing and supporting IT services, system administration, software and hardware deployment, and network operations.
- Project Management including overseeing major IT projects and portfolios, analyzing and evaluating IT systems and processes, and budget oversight.
3. Experience with business process visualizations, process improvement, or business systems analysis.
4. Experience in business relationship management, public health informatics, IT governance, and strategic planning preferred.
