This position is only open to current, permanent residents of the State of Colorado.

The Office of Strategy, Performance, and Innovation (OSPI), nestled within the Administration Division at the Colorado Department of Public Health and Environment (CDPHE), operates as a dynamic force under the leadership of the Deputy Executive Director (DED). What You Will Be Doing:

The Digital Accessibility Program Administrator is the champion for CDPHE’s commitment to cutting-edge digital accessibility, ensuring compliance with HB21-1110, which mandates that all Colorado state agencies provide barrier-free access to government technology. In this dynamic role, the administrator spearheads the development of forward-thinking accessibility strategies that align with the latest Web Content Accessibility Guidelines (WCAG), making CDPHE’s digital platforms not just compliant, but truly inclusive.


More than just a knowledge resource, the administrator acts as a coach and collaborator, inspiring CDPHE offices and divisions—whether seasoned or just beginning—to elevate their digital services to new heights of accessibility. By interpreting external guidance, legal rulings, and best practices, the administrator transforms these insights into actionable plans that embed accessibility at every level of the department’s operations.


This role is all about building relationships that matter. The administrator cultivates deep partnerships with key stakeholders, leading change management strategies that engage and energize the entire organization. Their influence extends into the creation of a robust support program, ensuring accessibility initiatives are not only launched but sustained for the long haul, with continuous innovation to stay ahead of evolving standards.


Facing the complexities of limited resources, shifting standards, and internal dynamics, the administrator is a problem-solver and innovator. They leverage departmental protocols and collaborate with CDPHE leadership and external experts to overcome obstacles, driving the Digital Accessibility Program toward unmatched success and impact.

Minimum Qualifications:


Experience Only:

Seven (7) years of relevant experience in Project Management, System Implementation, or Change Management.


OR


Education and Experience:

A combination of related education (Project Management, Business Administration, Leadership) and/or relevant experience in Project Management, System Implementation, or Change Management equal to seven (7) years

Preferred Qualifications:
  • Demonstrated interest in digital accessibility: Familiarity with digital accessibility concepts, with a strong willingness to deepen knowledge and become an expert. The ideal candidate should be eager to support teams in understanding and applying relevant standards, while continuously building their expertise.

  • Adaptable expertise in interpreting standards and requirements: Experience in interpreting and applying external guidance, legal requirements, and industry best practices, with the ability to adapt these skills to drive digital accessibility initiatives. While prior advanced experience in digital accessibility is not required, the ideal candidate should be comfortable developing expertise in this area.

  • Strong stakeholder relationship builder: Demonstrated experience in building collaborative relationships across an organization and engaging key stakeholders to promote alignment on accessibility goals.

  • Experience in change management: Capable of developing and implementing change management strategies that guide teams toward adopting new accessibility practices.

  • Adaptable leader in evolving environments: Comfortable leading change when goals are unclear or evolving, showing resilience and flexibility in driving progress.

  • Effective communicator: Skilled in developing and delivering communication plans across multiple channels to engage different audiences.

  • Results-oriented program manager: Experience in tracking program effectiveness through defined KPIs, ensuring continuous improvement.

  • Project management experience: Ability to manage project milestones and deliverables to ensure successful implementation of accessibility initiatives.
