Brief Job Description:


Program Specialist IV works under limited supervision of the IIS Systems Analytics Manager within the Texas Immunization Registry. Assists in the business design, testing, development, quality assurance, security and maintenance of secure computer applications. Provides consultative and technical assistance, including application support, problem analysis and resolution, application testing, documentation, and customer training.

Prepares and updates reports, training guides, and other documentation. Duties are independently performed with moderate latitude for the use of initiative and independent judgement.

Essential Job Functions:

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

(40%) Collects and analyzes business needs of a process or project. Monitors and evaluate registry provider and organization data through task analysis, surveys, workshops, and other methods.

Reviews, analyzes, and evaluates technical systems to assess effectiveness and to formulate new or improved technical solutions. Analyzes user requirements, procedures, and problems to automate processes or to improve existing systems. Provides process and procedure recommendations to technical, support, and managerial staff based on data evaluation and business needs.

(20%) Serves as a liaison between support staff and technical teams documenting and communicating identified issues, enhancements, or questions. Interfaces effectively with internal and external staff utilizing the registry and within the immunization ecosystem with accurate and timely information. Coordinates and assists the Provider Support Team with registry registration and renewals including but not limited to Texas Vaccines for Children (TVFC) providers.

(20%) Provides consultative and technical assistance including application support, problem analysis and resolution, application testing, documentation, quality assurance, and customer training. Translates customers’ business needs into specific application and operational requirements. Interfaces with technical and support teams and provides suggestions to ensure the product developed will meet customer needs. Supports application testing including validating fixes and enhancements. Coordinates and assists with the development of training internal and external staff prior to the implementation of new or revised functionalities.

(10%) Prepares and updates reports, standard operating procedures, policies, memos, training guides, and other documentation as requested by program staff and management. Prepares accurate and detailed requirement and functional specification documents and user interface guides. Prepares preliminary analysis, design plans and user requirements. May facilitate and document user design sessions.

(5%) Works collaboratively with internal registry Security Team to ensure user and provider access is appropriately provisioned, maintained, and removed as needed.

(5%) Other duties may be assigned including, but not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
