The Work Unit:
The Health Promotion and Chronic Disease Prevention Branch (HPCDP), in the Prevention Services Division (Division),plans, designs, implements, and evaluates public health interventions related to chronic disease and related risk factors, with a goal of improving health-related quality of life for all Coloradans. Special emphasis is placed on evidence-based practices, analyzing and making data and evidence-informed decisions, capacity-building, partnerships, and integration between program efforts for efficiency and effectiveness. The HPCDP Branch includes Cardiovascular, Diabetes, Alzheimer’s and other Related Dementias, Comprehensive and Colorectal Cancer Control, Healthy Eating and Active Living, Tobacco Education, Prevention and Control, the Cancer, Cardiovascular and Pulmonary Disease Grants Program, and Healthy Communities. Many chronic diseases share the same systemic causes, including the lack of built environments to support physical activity, access to nutritious foods, and social connectedness, as well as poverty and economic instability. As we seek to address these crucial issues, we commit to being responsive to the reality that structural racism intensifies each of them. The HPCDP Branch recognizes that racism is a public health crisis and is committed to improving racial and other forms of equity through all of its programs.
The Healthy Eating Active Living (HEAL) and Cancer Unit strives to create an environment that encourages Coloradans to eat healthy and be physically active in their everyday lives and where the healthy choice is the easy choice. We also strive to increase cancer prevention and control across the continuum of care, including primary prevention, screening and early detection, and cancer survivorship.
The Position:
This position works across the cancer continuum of care to reduce health inequity, disparities, and the overall morbidity, mortality, and burden of cancer in Colorado by directing and coordinating implementation of all aspects of the CDC-funded National Comprehensive Cancer Control Program (NCCCP) Cooperative Agreement for Colorado. This position oversees the development of grant applications, priorities, goals, objectives, guidelines, policies, and budgets for NCCCP-funded work according to Department, Division, and Centers for Disease Control and Prevention guidance.
This position provides strategic thought partnership to the Colorado Cancer Coalition, providing strategic oversight of the updating, implementation, tracking, and communication of the Colorado Cancer Plan, develops and maintains partnerships, and facilitates the coordination across CDPHE programs (e.g. Comprehensive Cancer Control, Colorectal Cancer, Breast and Cervical Cancer, Cancer Registry, Healthy Eating Active Living, Healthy Communities, and Cancer, Cardiovascular and Pulmonary Disease Grant Program).
This position focuses on program planning and management, Coalition support, and evaluation and reporting. This includes budget and work plan preparation, and evaluation planning in close coordination with the Chronic Disease Epidemiology and Evaluation Unit in the Health Statistics and Evaluation Branch. This position works closely with the Cancer Registry to enhance the data quality, completeness, use and dissemination; uses surveillance systems and population-based surveys to assess cancer burden and disparities, and inform programmatic efforts; supports partnerships for cancer control and prevention; works to implement evidence-based interventions (EBIs); and conducts program monitoring and evaluation.
This position works closely with state and national comprehensive cancer control programs, in addition to local organizations and communities focused on cancer prevention and control initiatives to promote policy, systems, and environmental change strategies that effectively address the prevention and management of cancer and related risk factors. This position is responsible for analyzing, applying judgment, and making recommendations to the development, implementation and communication of the comprehensive cancer program’s implementation of the Colorado Cancer Plan. This position also formulates recommendations and provides guidance on strategic cancer priorities for the HPCDP Branch (i.e., CCPD Grant Program, Chronic Disease State Plan, Local Public Health Agency Chronic Disease Framework).
This position oversees and facilitates the development and monitoring of contracts, directs and coordinates implementation of the program evaluation efforts, and provides expertise on the evidence base behind interventions, related surveillance data, and current literature on promising practices and trends in the field. This program facilitates coordination across division and department cancer programs to advance health and racial equity through allocation of funding and programmatic and policy efforts. This position also identifies program areas of concern, overseeing technical assistance to partners and communicates with the intent and priorities of the comprehensive cancer control program and ensure alignment of that work with the Department and Division strategic direction.

MINIMUM QUALIFICATIONS:
An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.
Experience Only:
Seven (7) years of relevant experience in cancer control, health surveillance, and community based coalitions. The experience must clearly demonstrate grant management and an understanding of evidence based interventions and promising practices for cancer control across the continuum of care.
Education and Experience:
A combination of related education, graduation from an accredited college or university in biology, epidemiology, nursing, public health, or a closely related field, and/or relevant experience in cancer control, health surveillance, and community based coalitions. The experience must clearly demonstrate grant management and an understanding of evidence based interventions and promising practices for cancer control across the continuum of care equal to Seven (7) years.

PREFERRED QUALIFICATIONS
In addition to the minimum requirements, the successful candidate in this position will have the following experience:
Demonstrated grant management skills, including experience managing grants, contracts, and budgets, and writing competitive funding applications.
Demonstrated knowledge of evidence-based cancer prevention and control interventions
Demonstrated ability to coordinate and manage multiple projects
Demonstrated ability to provide strategic direction and leadership for internal and external teams
Experience implementing policy, systems, and environmental change through collaborative approaches
Demonstrated ability to gather and analyze data for programmatic problem solving and decision making
Experience working with, or as a part of, a statewide coalition or collaborative
Excellent written and verbal communication skills, including the ability to present complex information clearly to diverse audiences, including community groups, policy makers, and organizational leaders.

TRAVEL: 10% of time, required to attend meetings with stakeholders and/or other partners, conduct site visits to those funded to support programmatic work. Some travel out of state may be required by CDC funding or to attend professional development trainings or conferences.
