Requirements

The Work Unit:
The Health Facilities and Emergency Medical Services Division (HFEMSD) is responsible for the oversight and enforcement of a broad range of federal and state statutes and regulations applicable to a wide variety of healthcare facilities and services in Colorado, including hospitals, clinics, ambulatory surgical facilities, renal dialysis centers, emergency medical services providers, designated and non-designated trauma centers, long term care facilities and many other specific types of healthcare services. The division license certifies, and surveys healthcare facilities and services; provides patient safety and healthcare quality programs; recognizes emergency medical service (EMS) education programs; certifies EMS providers and licenses all air and ground ambulance services operating within the state of Colorado.

The division’s Enforcement Services Group is tasked with acting against the license of a health facility or emergency medical service provider. The Enforcement Services Group works closely with the health facility licensing and surveying branches. The Enforcement Services Group conducts fitness reviews to evaluate owner and operator applicants, assesses the strength of deficiencies cited by investigators, engages applicants and licensees to attain compliance, and initiates licensure actions by writing defensible enforcement final agency actions. The Enforcement Services Group assists the Colorado Attorney General’s Office to support the licensing and surveying branch in the Colorado Office of Administrative Court.

Summary of Position:
This position is the health facility licensing expert, responsible for enforcing statutes and regulations governing licensed health facilities to protect patient health, safety, and welfare. This position is responsible for identifying, prioritizing, and enforcing violations of statutes and regulations governing licensed entities. The position develops defensible enforcement actions, ensures due process, and drives corrective action to bring licensees into compliance, or when warranted, advances cases toward formal
discipline including license conditions, suspension, or revocation. The role requires independent judgment, the ability to interpret licensing and health facilities regulations, and the ability to manage cases from initial violation through final resolution. This position works closely with the health facilities enforcement coordinator, Position 00604, providing instruction, guidance, and oversight on the handling of health facility regulatory violations. This position leads health facility enforcement meetings, requires knowledge of statutes and regulations pertaining to health facility licensing and administrative law. Rule interpretation and application are required, as are clear and concise writing, reading comprehension, critical thinking, and organization.

MINIMUM QUALIFICATIONS:

NOTE: An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.

Experience Only:

Seven (7) years of relevant experience in an occupation related to the work assigned to this position such as documenting regulatory or compliance findings, with a strong emphasis on drafting clear, thorough, and legally defensible written determinations based on observed conditions and applicable regulations.

Education and Experience:

A combination of related education and/or relevant experience in an occupation related to the work assigned to this position equal to seven (7) years. An example is graduation with a bachelor's degree in public health, public administration, nursing, business administration, or a closely related field and three (3) years of experience listed above.


Preferred Qualifications:
In addition to the minimum requirements, the successful candidate in this position will have the following highly desirable experience and competencies:  
  • Excellent written and oral communication skills.

  • Ability to analyze facts, data, and evidence to arrive at a logical conclusion.

  • Ability to prepare detailed reports and correspondence.

  • Ability to observe, electronically record, and interpret information.

  • Ability to maintain meticulous records.

  • Ability to present simplified concepts to stakeholders, licensees, and staff.

  • Ability to use information technology to communicate, manage knowledge, mitigate errors, and support decision making.

  • Possess computer literacy, specifically with Microsoft products and Google Workspace, as well as professional email etiquette.

  • Experience with and ability to write factually accurate, clear, concise, and professional reports.

  • Experience with courtroom protocol, testifying, and litigation.

  • Experience with case preparation, including preparing formal complaints, notices, and settlement agreements.

  • Be available in the event of an emergency, (e.g., bio-terrorist attack, chemical attack, disease outbreak or all hazards) and be required to report to work immediately at the regular or alternate location. During this time, travel restrictions may be in place.
  • Be available in the event of the activation of the Continuity of Operations Plan (COOP) and be required to report to work immediately at the regular or alternate location. During this time, travel restrictions may be in place
  • Must be proficient in word processing and able to use current communication technology to connect to the office from the field.

Appeal Rights:
