Main Purpose of Job

This Coordinator of Special Programs II, HS position provides support for the Howard County Health Department Bureau of Assessment, Planning and Communications (APC) and Howard County Local Health Improvement Coalition (LHIC) initiatives in coordination with the Community Engagement team Leadership. The work includes coordination of meetings, community health education activities, project coordination and management, and project implementation for the designated HCHD/LHIC public education and outreach initiatives. Required to respond to public health emergencies and to be part of an inclement weather essential personnel rotation. Program activities will necessitate evening and weekend hours on occasion. Therefore, the employee must work with the Supervisor to adjust the weekly schedule when necessary to attend community events. This position is eligible for hybrid telework. 55% Program Coordination Maintains knowledge of Statewide agencies, facilities and community organizations providing health- related services to Howard County residents; Recommends, plans, implements, and evaluates activities and strategies related to HCHD/LHIC specific programs and strategic plan objectives; Establishes organized virtual, in person and hybrid meetings and events with clearly defined goals, objectives and action items and provides follow-up to facilitate implementation of identified actions/deliverables; Coordinates all aspects of specified HCHD/LHIC meetings, programs, conferences, symposia, etc. including virtual, in person and hybrid meeting logistics; agenda and activity development; meeting facilitation; communication; planning and implementation of actions; etc.; Tracks and documents data related to all activities for reporting, evaluation and Quality Improvement efforts; Assists with updating LHIC procedures and program manuals annually, and as needed to ensure they reflect current policies and requirements 35% Engagement, Outreach and Communications Maintains liaison and cooperative relationships with a variety LHIC participating organizations and Health Department partners; Communicates effectively with co-workers, management, and cross-Departmental partners; community partners, program participants, and general public; Develops and provides accessible presentations and represent HCHD/LHIC initiatives within community partner programs and outreach to the general public in coordination with Supervisor, LHIC, and other Bureaus; Develops and updates website content, Social Media and other LHIC Communication channels and engages members with health-related services and resources for Howard County residents 10% Other Performs other related duties as assigned, including but not limited to, Accepts responsibility for special projects and other duties as assigned; Participates in appropriate professional education and training for roles and responsibilities of work assignments, as requested or approved by Supervisor; Communicates professionally with Supervisor, HCHD coworkers, MDH staff, and other partners and community agencies; Complies with HCHD/MDH policies and procedures; Participates in Emergency Preparedness trainings, exercises or actual emergencies; Participates in seasonal flu clinics, as approved by Supervisor; Serves on affiliated Health Department Committees as assigned. Possesses a broad understanding of HCHD services and can refer to other programs. Participates in necessary drills and exercises, responds to emergencies as appropriate, keeps abreast of policies and procedures in the program, bureau and department. Completes all required trainings. Participates in quality improvement efforts within the program.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate. Experience: One year of professional experience in assisting in the coordination of a health-related program(s) or referring people to governmental and private resources. Notes: 1. Candidates may substitute 30 college credit hours from an accredited college or university for the required experience. 2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health-related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following: Experience organizing and facilitating virtual, hybrid and in-person meetings and events. Experience using Microsoft Office suite and virtual meeting platforms. Experience with content management with websites and social media. Experience coordinating, facilitating and conducting health education workshops, trainings and outreach events. Experience organizing, and using written/oral communication.
