The Commercial Tobacco Financial Analyst exists to provide analysis and management of financial projects and legal agreements vital to the efficient operation of the Commercial Tobacco Prevention & Control (CTPC) Section within the Division of Injury Prevention & Mental Health. The incumbent will facilitate budget spenddown reporting, invoicing, grants administration, provider and vendor contracting, and financial reconciliation activities that assure compliance with MDH and federal grantor requirements. Most importantly, this position exists to assist with fiscal and budgetary analysis, development of business procedures, and business operations needed for decision-making and long-range planning for the CTPC Section.

In accordance with HR/LR Policy #1422 Telework, this position is eligible for up to 50% telework for applicants who live in Minnesota or in a bordering state within 50 miles of the assigned work location. Candidates residing outside of Minnesota or in a bordering state within 50 miles of the assigned work location at the time of application must be able to relocate to Minnesota within 30 days of their start date. The telework policy may exempt employees who live more than 50 miles from their primary work location from the 50% in-office requirement, depending on job requirements, helping the State of Minnesota access top talent across the state. 

MDH relies heavily on grant funding, in addition to state appropriated dollars.¿As an agency, we continually¿monitor¿funding levels and navigate some degree of uncertainty related to grant cycles and¿the impact of the grant funding on¿program priorities.¿ 

This position is currently funded and approved to be filled.¿While the position is funded¿at this time, future funding is dependent on the continuation of¿our¿funding sources. The Minnesota Department of Health works proactively to sustain programs and¿maintain¿our workforce, to avoid reductions in force to the¿very best¿of our ability.¿In¿the event of¿a¿loss of funding resulting in a necessary¿workforce reduction, that¿process¿is¿governed by¿our¿collective bargaining agreements and compensation plans.¿¿ 

Minimum Qualifications

One (1) year of experience in an accounting role, grants/contract management role, finance role or other closely related role. Experience must include the following: 

  • Experience in assisting with budget management and transaction reconciliation. 
  • Experience using spreadsheets or relational database programs.
  • Experience analyzing and interpreting grant and contract agreements. 

Minimum qualifications to be assessed at interview: 

  • Proficiency in computer software applications including office software (MS Word, Excel and PowerPoint); Teams and SharePoint; and ability to troubleshoot new software.
  • Use analytical, constructive and creative thinking to identify alternatives to unique problems.
  • Ability to develop ideas and present recommendations effectively through reports, presentations, and written or oral communications.
  • Ability to adapt to organizational changes sufficient to work constructively under pressure, change course quickly and cope with ambiguity and setbacks. 

Preferred Qualifications

  • Knowledge of MDH program operations, policies, rules and regulations. 
  • Familiarity with all major budgetary and administrative issues within the Commercial Tobacco Prevention & Control Section. 
  • Knowledge of social determinants of health and health equity as well as knowledge of Americans with Disabilities Act Accessibility requirements, Plain Language and CLAS standards. 
  • Ability to build consensus and create common direction among a variety of individuals. 
  • Ability to reconcile differences between invoice, receipt and purchase orders as well as estimating needs based on historical data and events and anticipated future expenses affecting Commercial Tobacco Prevention & Control Section activity areas. 

Additional Requirements

This position requires successful completion of a background check and employment reference check.

This employment does not require a valid driver’s license, but it does demand travel, which the candidate will be responsible for meeting.
