The posted position is in the Division of Radiation Safety and Environmental Management (DRSEM) Environmental Management Branch (EMB). EMB regulates the medical waste industry, pre-harvest commercial shellfish operations, and recreational health (public swimming pools, ocean beaches and organized camps); provides sanitary surveillance of state institutions; administers the Registered Environmental Health Specialist (REHS) program; oversees radiological cleanup at military base closure facilities; coordinates the State's Indoor Radon Program the CDPH's Nuclear Emergency Response Program, and the Human Remains Reduction Chamber Program.

Under the general direction of the Division of Radiation Safety & Environmental Management Chief, the incumbent will serve as the Chief of the Environmental Management Branch (EMB), responsible for the management and supervision of a highly technical multidisciplinary staff to develop innovative, technical, and scientific solutions and to implement multiple regulatory and compliance focused environmental health programs, including the management of medical waste, nuclear emergency response, bio-toxin monitoring, State institution environmental health audits, indoor radon detection, human remains reduction chamber design review, and the Registered Environmental Health Specialist programs. The incumbent is responsible for the planning, organizing, leading, and controlling of EMB’s program activities, and must interface effectively with all levels of federal, State, and local management and with the regulated public. The successful candidate will possess strong written, oral, and interpersonal communication skills. The incumbent will also represent CDPH at task forces, committees, and conferences and meetings with various governmental and constituent organizations related to environmental health. The incumbent will possess both technical and administrative expertise, and includes significant responsibility for the development, implementation, evaluation, and modification of policy within EMB as well as management of the Branch’s fiscal resources.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Applicants will be screened on the basis of background experience and demonstrated management ability, with weight given to the ability to meet the following desirable qualifications:

  1. Managerial experience demonstrating leadership, decision-making, entrepreneurship, and sound judgment in leading a group of multidisciplinary staff in a complex environmental health program. Experience demonstrating the ability to effectively plan, organize, and balance multiple and conflicting priorities to achieve the highest-level outcomes, resolve operational issues and develop timely, effective, and cost-effective solutions. Experience developing and managing a program budget and the allocation of personnel and other resources.
  2. Ability to formulate and implement policies and programs as well as resolve complex and sensitive programmatic problems, utilizing innovative thinking.
  3. Experience of the State legislative process and substantial participation in the analysis of proposed laws.
  4. Experience of the State budget process and rules for special and general funded programs.
  5. Experience in personnel management and leadership that demonstrates the ability to plan, organize, direct and motivate multidisciplinary staff or groups.
  6. Excellent oral and written communication skills and ability to ensure program work products are of the highest quality.
  7. Experience demonstrating the ability to lead change and model CDPH’s values, including developing, motivating, and building trust with subordinate staff and managers.
