Why does the job exist?

 
The Comprehensive Addiction and Recovery Act (CARA) Program is designed to support families whose child has been born substance exposed. The program employs CARA navigators who work with the family, hospitals, providers and MCOs to identify the best support systems for the family and break down any barriers that may be preventing families from accessing services. The Deputy Bureau Chief for Central Operations will be responsible for assisting the Bureau Chief in overseeing central operations of the statewide CARA Navigator Program, which includes but is not limited to program case management systems, staff supervision, data reporting,  budget oversight, and providing administrative support for field staff.

How does it get done?

 
The Deputy Bureau Chief for Central Operations will report to the CARA Bureau Chief and provide oversight of state-wide day to day operations and provide direct management and supervision of staff.  The following responsibilities include but not limited to:

Oversee staff that lead the development, implementation, and monitoring of the program¿s annual operating budgets.
Coordinate with accounting and grants teams to ensure accurate financial planning, reporting, forecasting, and audits.
Ensure compliance with all State of New Mexico, Federal and State requirements.
Assist with oversight of procurement, contract management, and vendor relations in alignment with state procurement policies.
Manage staff overseeing payroll, billing, and reimbursement processes where applicable.
Develop and maintain internal controls to safeguard program assets. Provide leadership and strategic direction for enterprise-wide technology systems supporting clinical operations, data reporting, finance, communication, and compliance.
Oversee IT project prioritization, development plans, and implementation schedules.
Coordinate with external vendors and internal stakeholders to ensure infrastructure, hardware, and software meet program needs.
Guide the deployment, maintenance, and enhancement of recovery-related systems (e.g., EHRs, case management systems, reporting platforms).
Develop and oversee budget and resource allocation for IT initiatives.
Establish and manage a centralized help desk to support users across multiple operational sites (clinics, administrative offices, remote staff).
Define service level agreements (SLAs) and key performance indicators (KPIs) for help desk responsiveness and resolution times.
Recruit, train, and supervise help desk personnel.
Collaborate with IT development to identify recurring issues and drive continuous improvement.
Manage state vehicles used by program staff, including assignment, maintenance, insurance, registration, and compliance.
Oversee travel planning and logistics for program staff, training events, conferences, and state-wide initiatives.
Manage travel reimbursement procedures and documentation.

The Comprehensive Addiction and Recovery Act (CARA) program is designed to serve individuals, families, and communities impacted by substance use disorders, with a focus on prevention, treatment, recovery, and harm reduction.

Ideal Candidate

 
The ideal candidate would have the ability to work both independently and in teams to address the position's responsibilities.  Experience with the overall administration of an assistance program is highly desirable as well as years of experience working with families with substance use disorder. Strong written and verbal communication skills, with an attention to cultural sensitivity, including through the use of email, MS PowerPoint/presentations, MS Word, and MS Excel are needed.  Excellent organizational ability and attention to detail are needed. Collaborating and coordinating with other organizations, State Departments and individuals within the community.

Minimum Qualification

 
Bachelor's Degree in a relevant field of study from an accredited college or university and six (6) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience

Employment Requirements

 
Must possess and maintain a valid Driver's License.

Working Conditions

 
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Lifting up to twenty-five (25) pounds and some travel with the occasional overnight stay may be required.
