Main Purpose of Job

The Data Office at MDH is seeking a detail-oriented and technically skilled Business Intelligence and Data Quality Specialist to join our data team. The main purpose of this full-time position will be to: Develop, maintain, and refresh public and internal dashboards; Validate data integrity through rigorous quality assurance processes; Troubleshoot data discrepancies; and Collaborate with cross-functional teams to ensure the delivery of timely, accurate, and actionable insights. The ideal candidate will bring a strong foundation in BI development and a disciplined approach to data quality assurance. Additionally, this position will require the following: Experience developing business intelligence solutions with tools like Tableau, Power BI combined with a solid understanding of ETL processes and data quality assurance practices. Attention to detail and analytical thinking. Understanding of data governance and compliance (knowledge of data privacy and regulatory standards (e.g., HIPAA, GDPR) as they relate to dashboard development and QA processes). Excellent Communication and documentation skills (ability to clearly document dashboard requirements, QA processes, findings, and communicate issues with cross-functional teams). Independent and detail-Oriented work style (capable of managing dashboard development and QA efforts with minimal supervision while maintaining high standards of quality). Knowledge of programming languages (basic scripting ability in Python or R to support data prep and data QA automation). Familiarity with healthcare, public health, or government data systems. Please Note: This position is hybrid telework eligible.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate. Experience: Five years of administrative staff or professional work. Notes: 1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience. 2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience. 3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. 4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess: Experience in BI/dashboard development using Tableau, Power BI, or Qlik, including hands-on work with Tableau (Desktop, Server, Prep) and Power BI (Desktop, Cloud, Power Query, DAX). Experience in designing interactive, user-friendly dashboards using calculated fields, parameters, LOD expressions, and data visualization best practices. Experience with and/or knowledge of data integration and data engineering, including working with multiple data sources (databases, APIs, spreadsheets), data warehouses, and ETL/ELT workflows. Experience in data quality assurance and validation, including writing complex queries, testing pipelines, performing anomaly detection and root cause analysis, and using Python or R for data preparation and QA automation.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
