Business and Finance Officer III


Public Health – Seattle & King County is seeking a Business and Finance Officer III (BFO III) to fill its critical role within the Administration and Finance team within the Health Sciences Division. This position plays a central role in managing and integrating multiple funding sources- including federal, state, county, settlement and private grants; to support the county’s Overdose Prevention and Response Program (ODPR) and the Cannabis, Commercial Tobacco, and Vaping Prevention Program (CCTV).


The BFO III applies advanced fiscal management, procurement, grants management, and analytical skills to ensure effective use of settlement funds and other financial resources. This role requires a nuanced understanding of public health funding mechanisms, compliance with grant requirements, and an ability to work collaboratively with diverse stakeholders.


Background

The Administration and Finance unit within King County’s Health Sciences Division serves as the central operational backbone for the division, providing essential administrative, fiscal, and compliance support to ensure programs can function effectively and responsibly. This team is responsible for a wide range of core business functions, including budget development and monitoring, grant and contract management, accounting operations, fiscal reconciliation, and internal controls. The team plays a critical role in maintaining financial stewardship, ensuring adherence to federal and county regulations, and supporting program staff with the tools, guidance, and infrastructure needed to deliver high-quality public health services. Their work enables program teams to stay focused on mission-driven outcomes while ensuring transparency, accountability, and operational excellence across the division. They also support personnel processes, procurement, billing, and day-to-day administrative coordination that keeps programs running smoothly.


The Business and Finance Officer III (BFO III) position will primarily support the following programs, providing fiscal oversight, administrative coordination, and responsive customer service to ensure each program’s operational needs are met effectively: The Overdose Prevention and Response (ODPR) program is dedicated to mitigating the impacts of the opioid epidemic in King County through strategic investments in prevention, treatment, and community support services. The Cannabis, Commercial Tobacco & Vaping Prevention Program (CCTV) program’s aim is to promote health and well-being by supporting effective cessation, tobacco prevention and control, blended with the youth cannabis prevention work. Additionally, both programs are also responsible for the oversight and strategic deployment of significant settlement funds intended for settlement activities over the next 12+ years. The BFO III will play a pivotal role in ensuring that these funds are managed transparently, effectively, and in alignment with community needs and evidence-based practices.

Work Schedule

The typical work week Monday through Friday 8:00 a.m. to 5:00 p.m. – 40 hours per week. Some evening or weekend work may be required. This position is not represented by a collective bargaining agreement. This position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible. This position may require travel throughout the County, during regular business hours and, at times, evenings and weekends.


Remote and Onsite Work

The Administration and Finance team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is Chinook Building located at 401 5th Ave, Seattle, WA 98104. 


Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.


King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

Requirements

Financial Management:

  • Oversee the financial management of ODPR and CCTV, integrating various funding sources to support program objectives.
  • Work closely with the program staff and other stakeholders to align financial management with strategic priorities.
  • Facilitate procurement processes and manage financial aspects of contracts to support program initiatives, with a focus on fiscal responsibilities.
  • Engage in budget development, forecasting, and financial analysis to guide decision-making and policy development.
  • Act as key financial and budget support for the division. Work with program and finance manager to answer questions associated with quantitative analyses and financial modeling for potential changes in funding.
  • Produce ad-hoc reports which may require research, compilation, and interpretation of financial data.

Grants Management and Compliance:
  • Ensure compliance with all grant requirements and manage reporting and accountability for multiple funding streams.
  • Provide technical assistance to program and fiscal staff as related to allowable grant activities and required grant expenditure documentation as per the Federal Uniform Guidance.
  • Assist in preparing and reviewing grant budget submittals and offering guidance on grant applications.
  • Research and track available funding and compliance requirements for section program related strategies. This includes Settlement, Federal, State and other funding.

Interpersonal skills:

  • Serve as the subject matter expert and provide strategic advice, innovative solutions, technical expertise, and direction to ensure compliance with applicable policies, rules, and regulations.
  • Manage extensive internal and external customer service.
  • Collaborate with Administration and Finance leads to improve budget processes and communications within the division.
  • Work closely with Account Receivable and Accounts Payable supervisors on monitoring inter-fund revenue transactions, central rate distributions and various other significant transactions.

Qualifications

Our ideal candidate will demonstrate the following (Minimum):

  • Four (4) or more years of experience in fiscal management, with a strong foundation in managing diverse funding sources, including grants.
  • Proficiency in financial management systems and advanced analytical skills, ideally with experience in public health or similar fields.
  • Understanding of and experience with compliance requirements for federal, state, county, and private grants.
  • Effective communication skills, with the ability to convey complex financial information to non-fiscal audiences.
  • Commitment to applying equity and social justice principles in fiscal management

The most competitive applicants will have the following experiences and qualifications (Desired): 

  • Experience in public sector budgeting, especially within public health or related emergency response fields, emphasizing strategic financial management and resource allocation in crises.
  • Demonstrated ability to lead or collaborate on financial analysis projects that inform strategic planning and program development.
  • Advanced knowledge of grants management, including familiarity with federal regulations and compliance frameworks relevant to public funding and public health initiatives.
  • Strong interpersonal skills, with proven success in building partnerships and working collaboratively across departments and with community organizations to address public health emergencies.
  • Operate with a high degree of autonomy and discretion.
  • Possesses the ability to multitask without loss of accuracy or efficiency and works under tight deadlines while maintaining a professional and positive approach.
  • Advanced proficiency in Excel.
  • Excellent written and verbal communication skills, organizational skills, and budgetary knowledge.
