Requirements

Six years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement; OR

Six years of experience in any field plus three years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement; OR

A bachelor's degree plus three years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement; OR

An advanced degree plus two years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:

·  Supervises the coordination of research, data collection, analysis, and policy management activities to ensure data integrity for the statewide Rural Health Transformation Program.

·  Collects, cleans, validates, and maintains large and complex data sets from multiple internal and external sources to support grant operations and reporting.

·  Develops, monitors, and refines performance metrics and indicators to evaluate the effectiveness of Rural Health Transformation Program initiatives.

·  Prepares routine and ad-hoc reports, dashboards, scorecards, and data visualizations for leadership, sub-grantees, and stakeholders to translate complex data into actionable insights.

·  Provides ongoing consultation and technical assistance to Office staff and sub-grantees regarding data analytics, reporting criteria, and compliance requirements.

·  Conducts routine analyses of program process and outcome data to identify trends, patterns, and potential areas for operational or programmatic improvement.

·  Develops policies, procedures, and best practices for internal and external data reporting to ensure compliance with grant requirements, state regulations, and federal standards.

·  Uses data to create presentations, reports, fact sheets, and other materials that communicate findings effectively to diverse audiences, including leadership, advisory councils, and public stakeholders.

·  Partners with leadership, program managers, and rural health partners to understand analytic needs and provide guidance for strategic planning, program evaluation, and decision-making.

·  Participates in cross-functional workgroups, stakeholder meetings, and public presentations to share data insights, track grant outcomes, and support program transparency and accountability.

The ideal candidate should possess experience in developing data dashboards, high-level data tracking, and analytics to support program evaluation, decision-making, and strategic planning.
