The Population and Community Health Bureau (PCHB) is within the Public Health Division with the New Mexico Department of Health.  The mission of the PCHB is to partner with populations, communities, organizations, and systems to create health equity where New Mexicans live, learn, work and play. The PCHB values are centered on positive relationships, accountability, respect and excellence.  The Office of Oral Health is one of ten programs within the PCHB.

Why does the job exist?

 
The purpose of this position is to provide leadership, oversee and provide direction for staff of the Population and Community Health Bureau. To engage in core public health functions, provide essential public health services and strengthen public health infrastructure in the context of the Department of Health (DOH) Strategic Plan to achieve the DOH and the Public Health Division's mission, vision, goals, objectives, and strategic directions. Produce Strategic Execution Plans for the bureau and the administrative unit.

How does it get done?

 
This position will manage and supervise the Administrative Services Unit Staff of the Population and Community Health Bureau by providing guidance and direction to the fiscal and program staff in the areas of the State of New Mexico Human Resources, Accounting and Management Reporting System (SHARE), contractual obligation instruments, purchasing, accounts payables, budget management and all Human Resources personnel transactions. Additionally, this position will provide direction and guidance to the eleven (11) programs including all staff of 86 employees within the Bureaus by providing services and assistance in all areas of financial accounting, human resources, budget and grants management, property management and contractual obligation instruments.

Who are the customers?

 
The position supports all administrative staff, bureau chief and deputy bureau chief and all programs/offices within the Population and Community Health Bureau. It communications with the Public Health Division and other divisions within the Department of Health, along with communications with various suppliers, contractors and other entities in all administrative tasks.

Ideal Candidate

 
- Professional experience in fiscal and data management
- Focus on high-quality customer service and clear communication, with competency supervising and mentoring staff
- Excellent technical writing and editing skills to support creation of contractual agreements, correspondence, and reports
- Experience working on an interdisciplinary team to manage complex projects
- Experience developing and delivering technical assistance to partners

Minimum Qualification

 

Bachelor's Degree in Accounting, Finance, Auditing, or Business Administration and three (3) years directly related work experience in accounting, auditing, budgeting, preparing Comprehensive Annual Financial Reports, and conducting financial audits. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling seven (7) years may substitute for the required education and experience.

Must possess and maintain a valid driver's license.

Working Conditions

 
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. In-state and out-of state travel may be required. Ability to lift up to 40 pounds.
