Budget Administrator 1

This position offers a unique opportunity to support complex public health operations through advanced budget development and fiscal oversight. Serving as a key assistant to senior budget leadership, the Budget Administrator 1 manages operating budgets across multiple Centers and bureaus with diverse funding sources.

The role requires strong independent judgment, analytical skills, and knowledge of state and federal fiscal requirements. Working closely with leadership and fiscal partners, the incumbent provides critical budget analysis and strategic support that directly impacts public health programs statewide.

Requirements

Eight years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services; OR

Six years of full-time work experience in any field plus five years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services; OR

A bachelor’s degree plus five years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services; OR

An advanced degree in business administration, accounting, finance, public administration, or statistics plus four years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:

  • Provides executive-level fiscal leadership and supervision by exercising regulatory and functional oversight of budget and fiscal staff across assigned agencies and districts, ensuring consistent application of budgetary standards and controls.
  • Leads the development, review, and defense of operating and capital budgets by analyzing submitted budget requests, making revisions as needed, preparing fiscal impact statements, and substantiating budget requests to central budget authorities and the Legislature.
  • Establishes and enforces budget development policies, methodologies, and timelines to ensure compliance with state and federal guidelines, legislative intent, and internal standards across all Office of Public Health programs.
  • Monitors expenditures, revenues, and financial performance by evaluating spending and income trends, preparing financial analyses and reports, and initiating corrective actions to maintain fiscal integrity and appropriation authority.
  • Serves as the primary fiscal liaison and advisor to executive leadership, legislative bodies, and central administrative agencies by interpreting fiscal policies, responding to executive orders, supporting legislative negotiations, and providing strategic guidance on funding, staffing, and program operations.
  • Provides strategic and performance-based budget consultation by advising program directors on amendments to operational and strategic plans in response to funding changes; evaluating program efficiency, effectiveness, and goal attainment; and developing performance standards, analyses, and executive-level reports to support Performance-Based Budgeting and leadership decision-making.
  • Ensures fiscal compliance, reporting accuracy, and process improvement by preparing budget adjustment documents, certifying availability of funds for contracts, responding to information requests from executive and legislative entities, maintaining knowledge of fiscal and procurement rules, and collaborating with data and IT teams to enhance financial tracking systems, dashboards, and reporting functionality.
