Job Description:  Under supervision, plans, organizes, and manages the operation of the billing functions such as preparation and distribution of invoices, third party payers, preparing claims, and posting cash receipts. Analyzes complex billing data and prepares reports for revenue and expenses and other statistical data.


All District 4 Public Health, County BOH employees are deemed essential employees in the event of an emergency. As such, you may be called on to participate in an event not limited to but including, staffing a shelter, a Specimen Point of Collection Site (SPOC) and/or Point of Dispensing site (POD). When you are called on to participate, you are expected and it will be a part of your job requirement to participate, whether the emergency occurs during or outside regular work hours.

Requirements

  • Balances receipts and post payments to patient and Medicaid billing records.
  • Accurately posts data to patient's account records - according to source of payment, date received and posted for checks and balance.
  • Balance cash receipt journals and/or patient account ledgers accurately and according to applicable time frames.
  • Process cash checks and money orders for depositing according to accepted procedures and time frames.
  • Monitors and works Medicaid and third-party billing.
  • Ensure that counties are current with monthly Medicaid billing checking logs for dates submitted.  Follow-up to assure that file transmissions are successful. Investigate to the fullest any submissions that are not completed successfully.
  • Transfer (FTPs) billing files for District Billing to transmit to appropriate agency by the 5th working day of each month. Keep print out of information.
  • Receive Medicaid & third-party remits, posts payments and adjustments correctly and works denials according to denial code as remits are sent. Check PaySpan reports when sent. Post within 2 days. Investigate any changes in reimbursements to the counties. Work with county staff to resolve issues in a timely manner.
  • Attend job related training and staff development to maintain the knowledge and skill necessary to perform the job whenever possible to attend. 
  • Provide billing support to other clinics, including file submissions due to staff down time.
  • Prepares and mail statements of accounts and/or other routine mail outs.
  • Prepare statements and any accompanying letters/memos according to prescribed procedures and time frames.
  • Properly process statements for mailing.
  • Regularly review returned mail and appropriately tracks forwarding addresses or other delivery problems. Resend when corrected, within 5 days of receipt.
  • Work with all companies to maintain billing abilities of the District.
  • Submit reports to nurse manager quarterly that shows, billing submitted and billing pending.
  • Continue to submit reports to management as requested to determine status of billing in the District.
  • Continue reviewing and updating central billing guidelines as needed to assure all deficiencies are addressed.
  • Take a proactive approach when it comes to problem solving billing issues.
  • Perform table updates to assure optimal fee billing.

Qualifications

Billing Specialist 1


High school diploma or GED AND One year of experience in accounting, billing or budget services.

Preferred Qualifications:

  • Billing experience.
  • Medicare and Medicaid verification experience.
  • Must demonstrate excellent customer service and oral communication skills, to effectively interact with all levels of departmental personnel and outside clients.
  • Work requires ability to manage multiple duties simultaneously.
