Behavioral Health Reentry Demonstration Initiative Planner

The Behavioral Health and Recovery Division (BHRD) of DCHS is looking for a Term-Limited Temporary (TLT) or Special Duty Assignment (SDA) as a Behavioral Health Reentry Demonstration Initiative Planner (Project/Program Manager III). This position will hold direct responsibility for support, planning, and implementation phases of the King County's participation in the Reentry Demonstration Initiative, a new Apple Health (Medicaid) initiative under the Medicaid Transformation Project (MTP), in collaboration with Jail Health Services. The initiative provides essential health care services for individuals leaving incarceration. Under this initiative, incarcerated individuals who are Apple Health-eligible will receive a set of services up to 90 days before their release. These services will ensure a person’s health and successful reentry to their community.
Temporary opportunity. Term-Limited Temporary positions are "at-will" positions that are eligible for benefits. This TLT is currently anticipated to last for up to 18 months. However, funding sources for this work remain uncertain and dependent upon decisions actively being made at both the federal and local levels. As a result, the end date of this position may be adjusted based on those decisions. The County and the Department continue to work to secure long-term funding sources.
This vacancy can also be filled as a Special Duty opportunity. For Special Duty Assignment interest, you must be a Career Service, Career Service Exempt or other regular (non-temporary) employee in King County who has completed their initial King County probation. You must have supervisor approval prior to taking a Special Duty Assignment.

WORK SCHEDULE/CONDITIONS: The position will be scheduled to work during core business hours which include Monday–Friday, 8:00am–5:00pm. This position is exempt from the provisions of the Fair Labor Standards Act (FLSA) and is not overtime eligible. This position is not represented by a union.

TELEWORKING REQUIREMENT: DCHS works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is the Chinook Building at 401 Fifth Avenue, Seattle, WA 98104. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Requirements
- Work as a part of the BHRD Diversion and Reentry Services section (DRS), a dynamic team engaged in many County and State-level initiatives focused on addressing the behavioral health and social determinants of individuals who encounter the local criminal legal system with a goal of providing a health and human services response rather than a criminal legal one.
- Collaborate with multiple legal system partners in the planning and development of the Reentry Demonstration Project for individuals with behavioral health disorders involved in the criminal legal system in King County.
- Develop system coordination with Managed Care Organizations (MCO) for contracted services related to the initiative.
- Develop project methodology along with Jail Health Services for the Reentry Demonstration Project.
- Attend, co-facilitate, and co-coordinate relevant workgroups.
- Attend regular meetings with Jail Health Services project managers on the Reentry Demonstration Project to support the project, assess program needs and develop strategies to best serve individuals.
- Work collaboratively with internal and external team members to co-lead the coordination and implementation of the reentry project.

Qualifications
- Bachelor’s degree in a relevant field or at least four years of experience in program/project management or public administration focused on behavioral health and/or the criminal legal system.
- Strong understanding of the Medicaid eligibility process.
- Basic understanding of crisis and commitment work (i.e. Trueblood, Involuntary Treatment Act, Dismiss & Detain).
- Deep commitment to racial equity, understanding of the impacts of racism and mass incarceration, and demonstrated experience applying equity skills to undo racism.
- Professional experience in the areas of planning, policy, or program development and public engagement.
- Demonstrated experience in gathering and analyzing data and reporting on program services, measures, program, and patient level outcomes.
- Skilled in presenting data effectively to both technical and non-technical project partners and sponsors.
- Skill in leading multi-disciplinary work teams and working with individuals from diverse backgrounds.
- Strong interpersonal skills, the ability to work effectively within a team, and handle sensitive or controversial subjects with empathy and professionalism.
- Demonstrated ability to communicate effectively, manage multiple tasks, and stay organized in a changing environment.
- Skills in problem-solving, conflict resolution, negotiating, and decision-making.
- Advanced oral and written communication skills, including making formal presentations to groups and committees.
- One (1) year of experience supporting cross-sector, politicized projects.
- Two years of experience supporting the development of a comprehensive business case, including cost-benefit analysis, expected outcomes, and strategic alignment.
- Experience working with Black, Indigenous and People of Color (BIPOC) in a social service, public health, behavioral health, or related setting.
- Demonstrated working knowledge of the criminal legal system and of behavioral health and community-based services in and around King County.
