Application Developer, Public Health Systems

This is a home-based (remote) position open to candidates located anywhere in the United States. We welcome talent from across the country to join our team and make an impact, regardless of location. In-person events or in-office work are infrequent and scheduled in advance.

The Opportunity

This role is focused on building and supporting the applications and data systems that power Washington’s public health infrastructure. You will design, develop, and maintain enterprise web applications and databases that support disease surveillance, laboratory reporting, and other critical health systems used across the state.

You will work hands on across the full application lifecycle. That includes translating business requirements into technical designs, writing and optimizing code, developing secure database structures, building automated data integrations, and deploying solutions across development, test, and production environments. You will also troubleshoot complex production issues, improve system performance, and ensure applications meet state and federal security standards.

The work is technical, detailed, and impactful. These systems support local health departments, laboratories, healthcare providers, and federal reporting partners. When they run well, public health operations run smoothly. Your work helps ensure the technology behind that response is secure, stable, and built to scale.

Key Responsibilities Include:

  • Design, build, test, and maintain enterprise web applications and supporting databases
  • Develop secure, stable solutions that meet state and federal data protection standards
  • Write and optimize SQL queries, stored procedures, and data processes
  • Create automated data integrations and reporting solutions
  • Configure and support web hosting environments for internal and external users
  • Partner with business teams to translate requirements into working software
  • Troubleshoot complex production issues and implement lasting fixes
  • Plan and support deployments across development, test, and production environments
  • Contribute to technical documentation, standards, and continuous improvement efforts
  • Support emergency response activities during public health events
  • Option 1: Eight (8) years (full-time equivalent) of professional experience in one or more of the following IT disciplines: consulting, analyzing, designing, programming, installing and/or maintaining computer software applications.
  • Option 2: An Associate’s degree or higher in Information Technology program or a closely related field; AND six (6) years (full-time equivalent) of professional experience in one or more of the following IT disciplines: consulting, analyzing, designing, programming, installing and/or maintaining computer software applications.  Additional years of experience can substitute for education on a one for one basis.
  • Option 3: A Bachelor’s degree or higher in Information Technology program or a closely related field; AND four (4) years (full-time equivalent) of professional experience in one or more of the following IT disciplines: consulting, analyzing, designing, programming, installing and/or maintaining computer software applications.  Additional years of experience can substitute for education on a one for one basis. Advanced education may substitute year for year for experience.

Additional Required Knowledge, Skills, Abilities, and Experience

Minimum three (3) years of professional experience in software/application development field, including the following (experience may have been gained concurrently):

  • Experience designing, developing, testing, and maintaining applications using modern programming languages and frameworks (such as .NET, C#, VB.NET, JavaScript frameworks, SQL).
  • Experience with relational databases (SQL Server, Oracle, PostgreSQL, or similar) including writing queries, stored procedures, and data integration.
  • Experience with application lifecycle management including requirements, development, testing, deployment, and maintenance.
  • Familiarity with information security principles and applying security standards in software and data solutions.
  • Demonstrated ability to troubleshoot complex application, data, or system integration issues.
  • Strong communication skills, with the ability to explain technical concepts to non-technical audiences and produce clear documentation.
