The Bureau of Health Emergency Management (BHEM) is a part of the Center for Health Protection (CHP) within the Department of Health (DOH). We are responsible for planning, coordinating, and supporting the state's public health emergency preparedness and response efforts. We work with other key partners and stakeholders around the state, along with tribal partners and federal agencies to prepare for and respond to health emergencies such as disease outbreaks, natural disasters, and other hazards that impact population health.

Why does the job exist?

 
This position develops, reviews, revises, implements, and maintains emergency preparedness and response plans for the Department of Health.  The position collaborates and cooperates with DOH and other key stakeholders within the State of New Mexico to include the maintenance of plans that involve Access and Functional Needs, Risk Communication, and the Medical Reserve Corps.  This position works in collaboration and participation with the Planning and Resources Team and other internal and external partners to ensure all plans for the Department are reviewed, revised, updated, and maintained in accordance with policy and direction.  This position works closely with the State Volunteer Coordinator to ensure plans and coordination efforts are in order and meet the needs of the state.  This position works closely with internal and external partners to provide support for risk communications from within the Department of Health, the Epidemiology and Response Division and the Bureau of Health Emergency Management.  The incumbent reviews plans implemented elsewhere to identify best practices. The incumbent has an understanding of written sentences and paragraphs in work related documents. This position communicates effectively in writing as appropriate for the needs of the audience.

How does it get done?

 
This position supports the Bureau of Health Emergency Management (BHEM) planning team by reviewing and revising emergency preparedness and response plans. The All-Hazards Emergency Planner will be responsible for implementing and maintaining plans with the assistance of internal and external stakeholders. This position will also maintain Department Operations Center (DOC) Staff list to ensure all employee files are up-to-date and ready to assist the Department Operations Center should it be activated.

New Mexico Department of Health/Epidemiology and Response Division/Bureau of Health Emergency Management as well as internal and external stakeholders including the healthcare system in New Mexico.

The ideal candidate will have:

-Experience in performing tasks to meet deadlines.
-Ability to effectively write technical plans and analyze after action reports for improvement planning.
-Ability to professionally and effectively communicate verbally and in writing to key leadership.
-FEMA IS Courses 100: Introduction to Incident Command System, 200: ICS for Single Resources and Initial Action Incidents, 300: Intermediate ICS Expanding Incidents, 400: Advanced ICS, 700: National Incident Management System (NIMS) An Introduction, and 800: National Response Framework, An Introduction and 2200: Basic Emergency Operations Center Functions.

Ideal skills that applicant should possess: Have superior organizational skills and great leadership qualities.  The All-Hazards Emergency Planner should have the ability to re-enforce relationships with partner agencies and healthcare entities, ensure that programs operate efficiently, ability to prioritize work, meet deadlines and produce quality results on time with attention to detail.

Minimum Qualification

 
Bachelor's Degree in any field and two (2) years of experience in adult education, instructional design, instructional technology, human resources, employee development, training, and/or producing instructional aid/materials. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.

Employment Requirements

 
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

 
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, stooping, bending, reaching and lifting up to twenty-five (75) pounds may be required. Some travel with the occasional overnight stay may be required. This position is required to participate in physically demanding activities in the handling and/or movement of equipment, property or supplies in support of the activities related to the Bureau of Health Emergency Management.
