Air Pollution Control Inspection Supervisor

This is supervisory and technical work in the assignment areas of inspection of air pollution sources or asbestos abatement project sites for a municipal air pollution control program.  Employees in this class supervise staff engaged in evaluating either asbestos air monitoring, removal and disposal activities or other sources of air and noise pollution for compliance with prescribed permit conditions and applicable federal, state and municipal codes and regulations.   Employees in this class also participate in the investigation of cases, which involve technically complex and sensitive elements.  

Contact with officials of violating firms to secure the changes required for compliance with municipal codes and regulations are significant aspects of the work.  Work is performed under the general supervision of a technical superior and involves exposure to some disagreeable working conditions.

Minimum Acceptable Training and Experience


The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Candidates must meet requirements within 30 days after the last date for filing applications

1. EDUCATION:

Completion of an associate’s degree program or 60 credits at an accredited college, university or technical institute with major course work in environmental or biological science, chemistry, or biology, or mechanical, chemical, environmental, civil, or electrical engineering or engineering technology.

AND

2. GENERAL EXPERIENCE:

Two years of training level technical field work inspecting air pollution sources and asbestos abatement project sites for a municipal air pollution control program or performing technical environmental monitoring or inspection activities in the field of asbestos abatement or air pollution control in the private sector.

AND

3. SPECIFIC EXPERIENCE:

Two years of full performance level technical field inspection work for a municipal air pollution control program evaluating either of the following for compliance with prescribed permit conditions and applicable federal, state and municipal codes, regulations and standards:

  • a variety of non-asbestos related sources of air and noise pollution, OR 
  • asbestos air monitoring, removal and disposal activities

NOTE:

Two years of experience performing technical environmental monitoring or inspection activities in the field of asbestos abatement or air pollution control can be substituted for the college education requirement.

OR 

Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources, which includes completion of the twelfth school grade as an educational minimum and the specific experience described above.

NOTE: 

Selective Factor Certification may be utilized, as needed, to fill specific positions.
In accordance with Civil Service Regulation 11.032 - Selective Factor Certification – the appointing authority may request certification of eligible candidates with the specified education and/or experience to fill specific positions in this class. Certification to fill such position will be made from the two highest ranking eligible candidates on the eligible list who possess the specified qualification.

PHYSICAL AND MEDICAL REQUIREMENTS

Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as an Air Pollution Control Inspection Supervisor if required by work assignment.
Certification of completion of Environmental Protection Agency approved Level III asbestos inspector and asbestos supervisor courses and completion of a NIOSH 582 or equivalent air monitoring course within three months of appointment and during tenure of employment if required by work assignment.
Certification of completion of Community Noise Enforcement Certification, EPA Method 9 Visual Opacity Certification, and Asbestos Contractor/Supervisor Certification as issued by Pennsylvania Department of Labor and Industry during tenure of employment as an Air Pollution Control Inspector Supervisor for the Department of Public Health.
