Main Purpose of Job

This position is responsible for developing, implementing, and monitoring state and local strategic planning, federal grant applications (e.g., Block Grants), and local behavioral health plans in collaboration with Local Behavioral Health Authorities (LBHAs). This individual participates in all processes leading to the development and management of the Substance Use Prevention Treatment and Recovery Supports (SUPTRS) Block Grant. The position will write, review, and develop reports related to SUPTRS funded programs. This individual will engage in high-level administration, monitoring, and management of federal funds in the amount of $30-40 million. The individual will assist with guiding strategic planning, conducting a needs assessment for the public behavioral health system, and the evaluation process with BHA Directors and Program Staff and the LBHAs. This role ensures planning activities are data-driven, and align with state and federal mandates to address the behavioral health needs of the population. This role will oversee the by aligning the BG program activities with the Application/Report Guidelines and BHA State Strategic Plan Priorities. The position also supports the Behavioral Health Advisory Councils and the adjoining BHAC sub-committees with administrative duties. This position is eligible for hybrid telework which is subject to change as necessitated by operations and customer focused demands.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate. Experience: Five years of administrative staff or professional work. Notes: 1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience. 2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience. 3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. 4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

SELECTIVE QUALIFICATIONS

The selected candidate must possess professional work experience related to behavioral health, public health, human services administration and management.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following: Experience in the management, administration and reporting of federal grants (e.g., SAMHSA, HRSA, CDC), including adherence to uniform administrative requirements (e.g., 2 CFR Part 200). Experience in developing, forecasting, and managing complex budgets associated with federal grants and grant-funded projects. Experience in leading or contributing to system level strategic planning processes within a behavioral health or public health context, that includes but not limited to environmental scans, needs assessment, goal setting, development of performance indicators, action plan development, and progress reporting. Experience with written and verbal communication to present complex data and information clearly to diverse audiences and experience working effectively with diverse councils, committees, or advisory boards to gather input, build consensus and drive strategic behavioral planning initiatives. Experience integrating performance metrics and grant compliance into continuous quality improvement (CQI) cycles for behavioral health as well as to use data collection platforms (e.g., Smartsheets, Qualtrics) to track grant milestones, monitor performance metrics, analyze outcomes and inform planning decisions.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
