Administrative Program Manager 2 (Regional Assistant Manager (RAM)

This position plays a vital role in supporting the operations of the LDH Office of Public Health in Region 2, providing high-level administrative leadership across five regional sites. Working closely with the Regional Medical Director and Regional Administrator, the position supports fiscal operations, personnel management, and facility maintenance to ensure efficient and effective public health service delivery. Requirements

Five years of experience in administrative services; OR

Six years of full-time work experience in any field plus two years of experience in administrative services; OR

A bachelor's degree plus two years of experience in administrative services; OR

An advanced degree plus one year of experience in administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:
  • Budget Development and Oversight
     Reviews and analyzes budget requests for positions, equipment, supplies, and other expenditures; prepares annual budget submissions with justifications; monitors budget status throughout the fiscal year and advises leadership on current and projected funding issues.
  • Purchasing and Fiscal Approval Authority
     Reviews, approves, or denies requisitions based on justification and fund availability; serves as back-up approver for regional and health unit purchases; acts as regional liaison with the State Purchasing Office to ensure compliance with purchasing policies.
  • Contracts and Grants Administration
     Negotiates and manages professional services contracts; prepares and processes contract documents, amendments, budgets, and reports; monitors contract performance, funding availability, and approves contractor payments in accordance with LDH, OPH, and DOA policies.
  • Supervision and Workforce Management
     Provides direct supervision of Administrative Coordinator 4 staff and functional supervision of clerical staff region-wide; assigns workloads, evaluates performance, recommends disciplinary actions, approves leave, identifies training needs, and supports staff development to ensure effective service delivery.
  • Human Resources and Payroll Coordination
     Assists with staffing decisions and vacancy management; interviews applicants and recommends hires; approves personnel actions when needed; audits payroll records for accuracy and serves as liaison with LDH Human Resources and time administrators.
  • Administrative Operations and Asset Management
     Serves as Telecommunications Coordinator; oversees annual inventory of moveable property; reviews inventory reports, investigates discrepancies, submits required documentation, and evaluates internal administrative procedures for improvement.
  • Policy Support, Compliance, and Emergency Preparedness
     Supports regional leadership in administrative policy planning and implementation; ensures compliance with LaGov, SAP, LEERS, and OPH systems and programs; participates in emergency response planning and required trainings, and performs additional duties as assigned.
