Accounting Specialist Supervisor

Division: Within the Fiscal Department at ELMHS Located in Jackson, LA

The Mission of ELMHS is to provide mental health evaluation, treatment, habilitation and consultation for adults. Programs include inpatient interventions, jail based evaluations, supervised group home and residential programs, forensic evaluation, care, custody, and aftercare; intermediate and long term psychiatric are in coordination with the total system of care in Louisiana 

ELMHS is looking for a motivated and detail oriented individual with supervisory experience to join the team in our Fiscal department.

Requirements

Four years of experience or training in accounting, auditing, bookkeeping, or financial operations or computations.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will substitute for one year of the required experience.

Job Duties:  

In this role, you will:

  • Serves as the manager of the General Accounting Section, including Payment Verification, Perpetual Inventory, Cost Accounting, Risk Management, IAT / Grant services and Billings, and Risk Management. 

  • Need to  proficient in the use of ISIS/LAGOV, which is the comprehensive information system currently being utilized by the state of Louisiana.

  • Utilize data from all systems within ISIS /LAGOV. 

  • Need to be proficient in the use of BOXI. Business Objects Enterprise is the standard reporting tool offered by OIS for all adhoc reporting of ISIS and NON­ ISIS data accessible to the Division of Administration. Incumbent must be proficient in the use of Microsoft Excel, Mas90, and PIP/PIF.

  • Direct and manage all operations  of accounts processing.

  • Supervise two Accounting Technicians in this section. 

  • Be responsible for: The review and approval of all LAGOV/ISIS/WORKS related entries, cash disbursements, cash receipts. Ensure that all activities are in compliance with the Office of Statewide Reporting and Accounting Policies and are completed timely and accurately. Monitor employee's performance, conducts employee training as needed, manage employees leave according to departmental policy, and performs annual employee evaluations.

  • Direct and manage all Perpetual Inventory operations.

  • Conduct audits of accuracy and compliance with agency policies and procedures.

  • Monitor and review all purchase requisitions, packing slips and invoices for correct data, correct coding classifications, and mathematical accuracy to prepare liquidation in the form of check requisitions, credit memorandums or purchase order confirmations to ensure proper payment of invoices for the agency.

  • Monitor and review all procurement card purchases.

  • Verify acceptable documentation for each purchase.   

  • Reconcile the Bank America paper statement to the electronic payment (P3 document) and distributes costs from the default accounting codes to the proper accounting codes via WORKS, the LDH procurement card management system. 

  • Manage the revenue deposits and checking accounts for ELMHS. 

  • Manage the revenue for the self-­generated, income not available, and enterprise funds. 

  • Prepare reports on the management of expenditure coding and makes recommendation of needed corrections in cost allocations. 

  • Manage the coding errors discovered between hospitals and contacts appropriate staff to make necessary corrections. 

  • Extract and correlate financial information from in-house journals and ISIS to prepare weekly/ monthly/ quarterly/ annual reports used by higher level accounting professionals for the preparation of the budget, IAT billings, and the American Appraisal Report.

  • Serves as the system / Area B liaison with the Office of Risk Management and is responsible for organizational casualty and property insurance, vehicle insurance and general insurance claims.
