Take on a leadership role where your financial expertise drives the accuracy and integrity of cash management operations across the Louisiana Department of Health. In this position, you’ll oversee critical processes including deposits, reconciliations, reporting, and compliance—ensuring alignment with state and federal requirements.

You’ll lead and develop a team, improve workflows, and collaborate with leadership and oversight agencies to support audits and statewide reporting. This is an opportunity to make a meaningful impact, strengthen internal controls, and help shape financial operations at a statewide level.

Requirements

Seven years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Six years of full-time experience in any field plus twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor’s degree with twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR

An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Possession of a Certified Public Accountant (CPA) license plus two years of experience in accounting, auditing, financial operations, payroll, or banking.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

  • Oversees daily operations of the Cash Management Section, including supervision of staff responsible for revenue classification, deposit processing, LaGov entries, and reconciliation of financial activity across LDH programs. 
  • Ensures accuracy and timeliness of deposits and revenue processing while maintaining compliance with internal controls, state regulations, and federal audit requirements. 
  • Oversees classification, documentation, and reconciliation of complex cash receipts and refunds, ensuring transactions are properly coded and recorded in LaGov in accordance with statewide accounting standards. 
  • Supervises monthly reconciliation of Treasury bank activity and LaGov records, ensuring discrepancies are researched, resolved, and documented in compliance with fiscal and accounting requirements. 
  • Oversees preparation and review of internal and external cash reports, ensuring accuracy and compliance with statewide reporting policies and coordinating data for quarterly accounts receivable reporting. 
  • Manages staff performance and development through training, coaching, evaluations, and process improvements; ensures completion of required documentation and maintenance of detailed desk procedures.
  • Collaborates with leadership and oversight entities to support audits, respond to information requests, maintain banking system access, and recommend updates to policies and procedures to ensure compliance with GAAP and regulatory requirements.
