ACCOUNTANT MANAGER 1

Lead high-impact financial operations as the Accountant Manager 1 for the Financial Reporting Unit within the Louisiana Department of Health. This key leadership role oversees complex accounting, grants management, and appropriation control functions to ensure responsible stewardship and maximum utilization of resources supporting vital health services across the state.

You will manage integrated financial activities—including budgeting, cash and revenue management, cost allocation, expenditure control, and financial reporting—while applying advanced governmental accounting expertise and exercising significant independent judgment. Requirements

Seven years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Six years of full-time experience in any field plus twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor’s degree with twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR

An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Possession of a Certified Public Accountant (CPA) license plus two years of experience in accounting, auditing, financial operations, payroll, or banking.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

  • Assists in managing revenues and expenditures for multiple LDH agencies, including preparation of Annual Financial Reports, federal grant drawdowns and reconciliations, interagency billing reviews, cost allocation oversight, and compliance with the Cash Management Improvement Act.
  • Reviews and analyzes monthly revenue and expenditure reports to identify discrepancies, correct errors, and recommend or implement appropriate corrective actions.
  • Supports federal reporting functions, including PMS and CMS 435 reporting, preparation of Federal Financial Reports (FFR/425), and comprehensive grant reconciliations.
  • Supervises and directs staff by assigning responsibilities and special projects, reviewing work for accuracy and timeliness, providing training, and ensuring adherence to policies and procedures.
  • Maintains and interprets accounting policies in accordance with GAAP and federal and state regulations, integrating new requirements into existing systems and evaluating financial practices for effectiveness and compliance.
  • Serves as a liaison with state and federal oversight agencies, auditors, and LDH leadership regarding financial operations, while supporting personnel management activities including performance evaluations, goal setting, and time and attendance oversight.
