Step into a critical finance leadership role at the Louisiana Department of Health, the state’s largest department with a $19 billion budget. As a key member of the Financial Reporting Unit, you will manage complex accounting and cost allocation systems, oversee grants management, and ensure accurate financial reporting across multiple funding sources. This position offers the opportunity to apply advanced financial expertise, influence departmental operations, and contribute to the efficient delivery of services that impact the health and well-being of Louisianans.

Requirements

Six years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Six years of full-time experience in any field plus twenty-four semester hours in accounting plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor’s degree with twenty-four semester hours in accounting plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR

An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus two years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Possession of a Certified Public Accountant (CPA) license plus one year of experience in accounting, auditing, financial operations, payroll, or banking.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

  • Monitor compliance with grant awards, ensuring funding and reporting align with federal and state requirements 

  • Prepare Federal Financial Reports (FFRs), CMS 435 reports, and supporting reconciliations on a quarterly, semi-annual, and annual basis 

  • Process bi-weekly federal draw requests to ensure timely reimbursement of eligible grant expenditures 

  • Establish and maintain grant structures, including coding, documentation, and database tracking for new and existing grants 

  • Review and analyze LaGov and cost allocation reports to ensure expenditures are properly charged and compliant with the Cost Allocation Plan 

  • Maintain cost allocation systems, including code tables and structures, and calculate indirect costs for reimbursement across LDH programs 

  • Monitor and forecast revenues and expenditures, prepare cash projections, and manage short-term cash flow decisions 

  • Prepare annual financial reports, including the Schedule of Federal Expenditures and other year-end reporting for submission to statewide systems 

  • Reconcile financial data, prepare adjusting entries, initiate interagency billings, and provide technical assistance to program staff 

  • Maintain financial records and coordinate with state and federal entities, including auditors and oversight agencies, to support reporting and compliance activities

Appointment Type: This position will be filled as a WAE (When Actually Employed)

This position will be filled as a part-time WAE appointment; **Please note** When Actually Employed (WAE) appointments are temporary and may last up to a year. Employees can only work a total of 1,245 hours within a 12-month period.
