Join the Louisiana Department of Health and take on a key financial leadership role supporting one of the largest public health systems in the state. As a lead accountant within the Office of Public Health, you will oversee critical cash management and revenue functions tied to a multi-billion-dollar operation, including the $326 million Drinking Water Revolving Loan Fund. This role offers the opportunity to work with complex federal funding streams, influence how resources are maximized to deliver essential health services, and build advanced expertise in governmental accounting within a mission-driven organization.

Requirements

Six years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Six years of full-time experience in any field plus twenty-four semester hours in accounting plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor’s degree with twenty-four semester hours in accounting plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR

An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus two years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Possession of a Certified Public Accountant (CPA) license plus one year of experience in accounting, auditing, financial operations, payroll, or banking.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:

  • Leads daily, monthly, quarterly, and annual cash management activities and reconciliations for OPH and the Drinking Water Revolving Loan Fund to ensure sufficient funds are available for obligations

  • Maintains comprehensive cash management records, including collateral documentation for multiple bank accounts, to ensure accurate reporting and audit readiness

  • Prepares quarterly Accounts Receivable and bank activity reports for internal leadership and external oversight entities

  • Develops and processes complex revenue classifications, journal vouchers, and financial transactions within the state’s financial systems

  • Monitors, reconciles, and audits cash management transactions to ensure accuracy, compliance, and a complete audit trail

  • Communicates with internal stakeholders, providers, executive leadership, and external agencies to address inquiries related to payments, deposits, and financial activity

  • Collaborates with the State Treasurer’s Office, auditors, and other state departments on financial operations, reviews, and compliance matters

  • Assists with monthly and annual close processes by compiling and reconciling deposits, receivables, payables, and related financial data

  • Identifies operational issues, recommends process improvements, and implements updated policies and procedures to enhance efficiency

  • Supervises and provides direction to accounting staff, including assigning work, supporting hiring decisions, ensuring performance management, and delivering training and technical guidance
