Requirements
Six years of full-time experience in any field plus four years of experience in planning, developing, delivering, or evaluating training programs or academic instruction; human resources, or social services; OR
A bachelor's degree plus four years of experience in planning, developing, delivering, or evaluating training programs or academic instruction; human resources, or social services; OR
An advanced degree in education, instructional design, business or public administration, industrial and organizational psychology, organizational behavior or human resources plus three years of experience in planning, developing, delivering, or evaluating training programs or academic instruction; human resources, or social services.
EXPERIENCE SUBSTITUTIONS:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

Job Duties:
Design, develop, and administer a training and development program for the new employees training, annual training, and specialized curricula in response to policy/procedure changes, audit deficiencies, and directives from the Administrative Program Director 4 (Director). Manage staff compliance with programs designed and developed by external entities and other safety/risk management programs, management and leadership programs. Assist Director to ensure staff compliance with mandatory training requirements and provide compliance reports and status updates. Direct needs assessments for education and training to support the needs of a specialized population. Review training plans to ensure that course materials meet current best practice, agency standards, and requirement of monitoring agencies. Review evaluations of training courses and assess the effectiveness of training, use of resources and performance. Administer skills validation program to ensure that employees maintain and use learned skills. Provide functional consultation within and outside the department for subject matter experts engaged in the development of course materials and the delivery of instruction including the development and maintenance of a current course catalogue.
Evaluate work and performance of subordinate employees by ensuring completeness and accuracy in work quality and quantity by reviewing documents, reports, or records. Complete performance planning and evaluation on subordinate staff and control their time and attendance. Provide guidance to subordinate staff in all phases of staff management, including training employees, developing employee's skills and assisting them achieve their performance goals. Participate in interview process and selection of applicants. Assign special projects to subordinate staff.
