Requirements

Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

The Office for Citizens with Developmental Disabilities (OCDD), a program office within the Louisiana Department of Health (LDH), operates one large intermediate care facility for residents with developmental disabilities, provides oversight and direction to all Human Services Districts and Authorities on matters pertaining to OCDD's statewide programs, manages four (4) Home and Community-Based Services (HCBS) waivers, and Early Steps. The state's early intervention program for infants and toddlers. Services are provided directly and/or through contractual agreements.

OCCUPATIONAL SUMMARY:

The incumbent is this position serves as a Program Manager reporting to the Program Manager 2 -LOH within the OCDD Waiver Unit. It functions as the Manager for activities associated with oversight and management of the statewide Medicaid Waiver Registry of approximately 13,000 people, which includes coordination with Medicaid Program Support and Waiver Unit for both the Medicaid Waiver Registry. Incumbent must possess a thorough knowledge of state and federal Medicaid guidelines and agency policies and procedures, in addition to knowledge of the Medicaid Service System for Home Services, Community-Based services, and Community resources. The incumbent will also supervise two (2) Program Monitors who review and ensure accuracy of submitted data to the Request for Services Registry (RFSR) and five (5) Community Service Professionals conducting the Screening Urgency of Need Tool Incumbent will possess advanced writing skills and update OCDD policies and procedures related to the Home and Community Based waivers programs. Incumbent will be able to convene groups and use toward problem solving and revising statewide issues related to entry into an OCDD waiver. Incumbent must adhere to pertinent Jaws, rules, regulations, policies and procedures of LDH, OCDD, Civil Service and appropriate state/federal licensing and governing bodies. Incumbent perform other duties as assigned by supervisor for smooth operation of the agency.
