Requirements

Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours, which substitutes for a maximum of four years of experience in any field.

Job Duties:

This position serves as the Administrator of the Statewide Program, the Operator Certification and Training Program for Water and Wastewater Facility Operators and the State Certification (Licensing) Officer for the enforcement and regulation of the Louisiana Registered Statue 40:1141-1151 /Louisiana Administrative Code, Title 48:V.Chapter 73, created by the Louisiana Legislative Act 538 of 1972, Water Supply and Sewerage System Operator Certification (Licensing) Law. The enforcement of this law regulates the licensing and/or certification by examination (3000 exams annually) of all drinking water and wastewater (sewerage) facilities (5500 facilities) operators on a statewide programmatic basis. The administrator provides direct assistance to 6000 water and/or wastewater facility operators certified under this program, plans/ administers/develops the program budget, program policies, program procedures, program reports, administers and plans the training program for operators of water and wastewater facilities (290 training courses annually/2000-30O0 operators trained annually) and/or regulatory inspectors, provides indirect programmatic supervision and or assistance, (programmatic and technical) to 300 State/Local Regulatory Officials in the DHHIOPH, DEQ, Parish and Municipal Agencies working with water and/or wastewater facility operators, reviews and/or studies Bills submitted to the legislature (in accordance with State Administrative Act) for adoption into law which affects the environmental and public health. This position requires a Certified Operator Class IV Certification.
