This position operates in the Population Health Survey Section of the Injury and Behavioral Epidemiology Bureau (IBEB), Center for Health Protection (CHP), Public Health Division (PHD) of the New Mexico Department of Health (DOH).

IBEB's mission is to protect and improve public health by providing the most complete and accurate information on injury and behavioral health trends affecting New Mexicans. We achieve this by maintaining high-quality public health surveillance systems, conducting data-driven analyses on injuries, violence, substance use, and mental health, and fostering collaborations at the local, state, and federal levels.

The Population Health Survey Section collects and analyzes population health surveillance data with a special focus on injury, behavioral health, chronic diseases, and social determinants of health, by managing the two most comprehensive population health surveillance data systems in New Mexico and leveraging other data sources. The Survey Section's main projects include:

- The New Mexico Behavioral Risk Factor Surveillance System (NM BRFSS)
- The New Mexico Youth Risk and Resiliency Survey (NM YRRS); also known as the New Mexico Youth Risk Behavior Survey (NM YRBS)
- Mental Health Surveillance and Epidemiology

Why does the job exist?

 
This position will lead the IBEB Population Health Survey Section, manage all aspects of the Behavioral Risk Factors Surveillance System (BRFSS) as the BRFSS Program Director, supervise and support other Survey Section programs and work, and participate in the IBEB leadership.

The BRFSS is the largest ongoing nationwide behavioral risk assessment that collects state representative data on health status, chronic diseases, injury prevention, etc., among New Mexican residents. This position ensures the successful daily operations of the BRFSS following the CDC guidelines. The selected candidate will devote a substantial amount of time to assigning and supervising the work of employees. The position spends time recruiting, selecting, and training employees. The chosen candidate will contribute to leading the Injury and Behavioral Epidemiology Bureau, along with the Bureau Chief and other section managers.

How does it get done?

 
The chosen candidate will:

- Manage the Population Health Survey Section within the Injury and Behavioral Epidemiology Bureau to ensure smooth, productive, and successful operations, including Section strategic planning, project-specific oversight and planning, team building and leading, and financial management.
- Oversee all aspects of the BRFSS program by serving as the Program Director & Coordinator, including but not limited to managing grant application and reporting, seeking additional funding when needed, managing the in-house data collection team including contractors, managing monthly sample & data collection & data submission, leading annual instrument development, maintaining and expanding collaborations, coordinating stakeholder meetings and communication, communicating with the CDC and other states' BRFSS, and leading BRFSS data and epidemiology work.
- Provide oversight to other programs within the Section and provide administrative, strategic, and epidemiological support when needed.
- Lead the Section's population health epidemiology efforts.
- Supervise a team consisting of BRFSS interviewers, BRFSS supervisors and managers, and advanced epidemiologists, including 4-5 direct supervisees.
- Hire and train new staff.
- Contribute to leading the Injury and Behavioral Epidemiology Bureau along with the Bureau Chief and other managers.

The data is used by organizations and individuals including but not limited to NMDOH, other state departments and agencies, local public health organizations and researchers, to better understand health behaviors and improve health services for all New Mexico residents.

Ideal Candidate

 
- Master's or Doctorate Degree in Public Health, Public Administration, Epidemiology, Sciences, Social Sciences, or Statistics
- 5+ years of work experience as an epidemiologist or public health statistician, using STATA, SAS, R, or SPSS.
- 4+ years of experience in public health program management including many moving parts.
- 3+ years of work experience related to community engagement and outreach in public health.
- 3+ years of building and maintaining collaborative relationships with various stakeholders.
- 4+ years of work experience with population survey data
- 3+ years of supervisory experience
- 2+ years of experience in grant application and management
- 2+ years of experience in financial management

Minimum Qualification

 
Master's degree in Public Health, Epidemiology, Sciences, Social Sciences, or Statistics and two (2) years in Public Health to include data analysis and linking methodology. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.

Employment Requirements

 
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.

Working Conditions

 
This is an in-person position. The primary location for this position is Santa Fe, with easy access to the Rail Runner train system.

The chosen candidate is expected to work 40 hours (full-time) per week. The work schedule for this position is M-F 8 AM - 5 PM (including a one-hour unpaid meal break).

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive phone and personal computer usage. Some travel may be required.
