Why does the job exist?

 
The Plant and Services Manager will ensure 24/7 continuity of operational practices for all of the machines, mechanical equipment, and building infrastructure of the New Mexico Scientific Laboratory and tenants New Mexico Department of Health Scientific Laboratory, University of New Mexico Office of the Medical Investigator and New Mexico Department of Agriculture Veterinary Diagnostic Laboratory. This position will oversee and coordinate all construction projects in partnership with General Services Division.  The position will develop and monitor service contracts to ensure work is properly performed, quality of work meets requirements and that all invoices are accurate and approved. Provide supervision, guidance and technical knowledge to two direct reporting staff. The position ensures the safe, efficient, and reliable operation of the plant infrastructure that supports these critical institutions.

How does it get done?

 
Operational Oversight:
- Monitor and control plant operations, including all machinery and building systems, ensuring optimal performance and compliance with operational schedules.
Preventive and Corrective Maintenance:
- Conduct routine inspections of equipment, identify technical issues, and perform necessary adjustments or minor repairs. Collaborate with maintenance teams for more extensive service needs.
Safety Compliance:
- Ensure adherence to all safety protocols and enforce compliance among plant personnel. Participate in and support the implementation of safety training and emergency drills.
Coordination of Repairs and Projects:
- Schedule and coordinate with maintenance and capital improvement teams to facilitate repairs or upgrades while minimizing operational disruptions.
Log Management and Reporting:
- Maintain accurate operational logs and records. Track and report plant efficiency, system performance, and quality metrics. Communication and Team Collaboration:
- Maintain effective communication with internal teams and facility management, promptly reporting any operational issues or required interventions.
Inventory Oversight:
- Assist in managing inventory for critical spare parts and equipment, ensuring readiness and availability for maintenance activities.

Who are the customers?

 
All personnel in the New Mexico Department of Health Scientific Laboratory, the University of New Mexico Office of the Medical Investigator, and the New Mexico Department of Agriculture Veterinary Diagnostic Laboratory.

Ideal Candidate

 
The ideal candidate will have have
- familiarity with applications of building codes and regulations, basic electrical, plumbing, ventilation, and maintenance.
- demonstrate the ability to repair and maintain machines, mechanical equipment, building structures. Maintain tissue digester, effluent disinfection system, boilers, chillers; heating, cooling, ventilation and HEPA systems for office, laboratory, bio-safety level three, autopsy and necropsy spaces to regulate efficient operations
- may have HVAC Certification (MM-3), Mechanical License (MM-98) and General Building License (GB-98)
- have a NM Boiler Operator License (Journeyman Boiler Operator) (BO1, BO2) or be willing to obtain one
- demonstrate technical expertise to trouble shoot operational and mechanical problems and contact vendors to assess and properly provide routine and emergency services and repairs
- demonstrate the ability to maintain fiscal management; preparing purchase requests, creating annual budgets, establish purchasing contracts and approving invoices for payment.
- demonstrate the ability to listen effectively, clarify information as needed, and makes point of view in a clear and convincing manner
- demonstrate experience managing staff, providing training and technical assistance
- demonstrate the ability to collaborate professionally with a variety of personnel, from technical staff to senior level positions and Directors.

Minimum Qualification

 
A Bachelor's degree in any field of study from an accredited college or university and five (5) years of professional level experience operating within parameters and guidelines directly related to the purpose of the position defined by the agency at the time of recruitment.  Any combination of education from an accredited college or university and/or direct experience in this occupation totaling nine (9) years may substitute for the required education and experience.  A hiring agency will designate a portion of the required experience to include supervisory and/or specialized experience.  Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements

 
This position is designated a safety sensitive. Employment is subject to pre-employment and random testing, in accordance with all terms and conditions of federal and state law, rules and regulations in relation to alcohol and/or drug testing.

NM Boiler Operator License (Journeyman Boiler Operator) (BO1, BO2)

Capable of passing Department of Justice/Federal Bureau of Investigation (DOJ/FBI) security clearance for access to laboratories holding Select Agents, as defined by 42CFR73, ¿Possession, Use, and Transfer of Select Agents and Toxins¿.  Must obtain Hepatitis B and Rabies vaccination, able to differentiate colors, use of sterile techniques, and good manual dexterity.  Must possess and maintain a valid New Mexico Driver's License.  Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate.  In state and out of state travel may be required.  Successful completion of Health Insurance Portability and Accountability Act (HIPAA) is required.

Working Conditions

 
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.Work duties will vary to include: standing tasks, walking tasks, office setting, lifting various items of 25, 50, 75, and 90 lbs, carrying tasks, and pushing/pulling tasks. Work is performed in a fully functional laboratory containing biological, chemical, physical and radiological hazards.
