FINANCIAL PORTFOLIO COORDINATOR

  • Performs senior-level financial management and accounting functions for Public Health Department projects.
  • Forecasts performance payments and creates, develops, monitors, and administers all project budgets based on project performance and payment forecasts.
  • Projected annual total revenue ranges from $14 million to $20 million.

Requirements

  1. Creates, develops, and administers all budgets for special-funded Medicaid projects.
  2. Prepares and presents financial reports detailing payments and estimated project expenditures.
  3. Coordinates all financial activities for Delivery System Reform Incentive Program (DSRIP).
  4. Supervises Budget Analyst, Account Analysts, and Contract Specialist.
  5. Monitors and approves budget and contract recommendations. 
  6. Provides financial guidance and oversight with vendor contract administration, costs analyses, project planning, and project budget administration.
  7. Assists Business Manager with development of department budget requests. 
  8. Develops an understanding of purchasing methods and requirements.  
  9. Performs all other related duties as assigned or required.

Qualifications


  • TO APPLY, must have a Bachelor's degree or higher in finance, accounting, business, or public administration
  • TO APPLY, must have Five (5) full-time years of multi-million-dollar budgeting experience.  Government budgeting experience preferred.
  • TO APPLY, must have a current and valid Texas driver license. Note: Texas driver license required to hold the position.
  • Must have advanced spreadsheet and financial software experience.
  • Financial forecasting and strong analytic skills are required.
  • Must be organized and able to work independently or as part of a team.
  • Must have the ability to prepare and submit financial payments as required by funding source.
  • Knowledge of project management methodology is desired.
  • Demonstrated knowledge of and experience in financial forecasting and cash management.
  • Expertise in analyzing financial requirements of new projects to develop the budget requirements for implementation.
  • Demonstrated ability to prepare, present and submit administrative and financial reports to a variety of audiences.
  • Advanced verbal and written communication skills; ability to solve problems accurately, completely and quickly if necessary; ability to coordinate various activities simultaneously; make decisions and work without direct supervision; and participate in and/or manage multiple projects concurrently without loss of quality on any project.
  • Demonstrated ability to provide financial direction, feedback and guidance to the division managers and administrative staff to establish cooperative relationships and meet deadlines in a timely manner.
  • Ability to take initiative based on broad goals and general communication to meet internal and external timelines.
  • Ability to independently identify issues and develop alternative solutions, use sound judgment and discretion in all aspects of position.
  • Ability to concentrate with numerous interruptions and to prioritize work to assure the completion of tasks within acceptable deadlines.
  • Willingness to learn and adapt to a rapidly changing work environment and deadlines.
  • Ability to work well under pressure.

    Tarrant County will conduct background checks on new hires that will include a criminal background check related to convictions and deferred adjudications in the past Seven years and may include credit reports, motor vehicle records, employment records and educational attainment.
