Position Overview

Serves as the Deputy Director for the Office of Performance Management, formulating and implementing policies and procedures for the Department to ensure that performance management (PM) and quality improvement (QI) programs are developed and managed on a statewide basis. Serves as supervisor for professional and clerical staff.

Essential Functions

  • Serves as the Deputy Director for the Office of Performance Management, formulating and implementing policies and procedures for the Department to ensure that performance management (PM) and quality improvement (QI) programs are developed and managed on a statewide basis.
  • Speaks on behalf of the Department Director and Assistant Director at the state level and at the Center for Disease Control and Prevention's national network of performance improvement professionals, committing the Department to specific courses of action.
  • Directs the expansion and training of Public Health staff and community leaders, focuses on building and reengineering infrastructure to improve cross-jurisdictional cooperation in the delivery of public health services, and assists IDPH and local health departments in increasing
  • access to and adopting best and promising practices for prevention and wellness as well as business and organizational practices.
  • Establishes and enhances systems that increase the ability to use resources more efficiently within IDPH and across the public health system including local health departments and increases the readiness for IDPH and local health departments to apply and achieve accreditation by playing a leading role in the assessment of these systems.
  • Reviews and approves Strategic Plan for the Department to advance the mission and vision of the Department and ensure alignment with Governor's priorities.
  • Plans and organizes the Office's budget; interfaces with Managers on budget problems and priorities; reports to the Agency's Chief Operating Officer on all fiscal and programmatic issues.
  • Implements a performance management and improvement process that leads to a positive and measurable impact on the public health system.
  • Serves as full-line supervisor.
  • Establishes a continuous performance and quality improvement effort and monitoring and reporting system.
  • Researches and designs appropriate organization-wide performance and quality training.
  • Oversees the managing of a centralized and consolidated database that facilitates the writing, processing and handling of grant proposals to foundations, corporations and federal agencies.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in public health management, planning or public policy development.

Preferred Qualifications

  • Experience in Performance Improvement Management and Quality.
  • Knowledge of Public Health Functions and Essential Public Health Services, public health organizations and programs.
  • Skills in communicating effectively, facilitating group processes and training staff.
  • Experience preparing policy analysis, including interpreting statistics and evaluating research studies.
  • Experience preparing comprehensive reports related to public health issues.
  • Experience planning, designing and evaluating public health program initiatives.
  • Proven skills adapting and applying PM and QI in a public health setting.
  • Ability to establish and maintain effective and productive working relationships with public and private organizations, practices, partnerships, and programs within the community.
