As a Customer Service Representative Supervisor within the Monroe County Health Department at the Georgia Department of Public Healthyou will join a dedicated group of public health professionals that help support the overall mission and vision of protecting lives of Georgian residents in a variety of ways.

Requirements

Supervises, guides, and/or instructs the work assignments of subordinate staff. Supervises staff that communicates with the general public, internal customers and/or external customers to provide information and recommendations targeted to meet customer expectations. Resolves complicated issues involving customer service and/or researches governing policies, procedures or laws to respond to clients or visitors.

JOB RESPONSIBILITIES:.

Hires, supervises, and evaluates clerical staff.

  • Ensures required orientation and ongoing training requirements are met. 
  • Provides educational opportunities that enhance staff skills and knowledge. 
  • Ensures staff follow proper intake procedures and the daily administrative operations of the health department.
  • Maintains, monitors, and approves leave and timesheets for clerical staff.
  • Creates and maintains yearly Performance Evaluations for Clerical Staff.
  • Creates a climate of respect, teamwork, and inclusion.

Directs workflow to clerical staff and assists with front desk duties as needed.

  • Monitors clinic flow.
  • Prepares and maintains daily scheduling of the clinic to guarantee timeliness for appointments.
  •  Answers phone as designated by guidelines and routes phone calls to appropriate personnel.
  • Ensure patient demographics, financials, and insurance coverage information are accurately entered into EMR.
  • Access insurance web portals to verify and accurately interpret medical coverage, advise patient(s) of eligibility or ineligibility benefits for medical claims billing and collection of fees per patient copay or deductible, and update patient EMR when applicable.
  • Ensures all required documents are imported into the patient’s EMR file cabinet.
  • Obtains signatures for all required consents and encounters.
  • Confirms billing for medical services is accurate at checkout, collects and posts fees accordingly.
  • Input financial notes for all unpaid services, fee adjustments, and payment arrangements.

Manages routine administrative functions for the health department.

  • Generates daily Edit Report to resolve administrative and/or clinical EMR errors.
  • Prepares Daily Direct Deposits with RAs and Bank Card Reconciliations for the District Accounting Office.
  • Reviews all deposits/reports prior to sending to the district office, making necessary corrections.
  • Completes daily credit card reconciliation.
  • Reconcile and code daily ACH bank deposits per program(s), scan copy to file, and submit originals to the district weekly.
  • Generate, balance, and validate daily/weekly Money Reports and receipts for daily/weekly bank deposits; scan copy to file and submit weekly financial package to district. 
  • Receive and submit date-stamped approved and coded invoices to the district for timely processing and disbursement to vendor(s)
  • Create Purchase Orders per dated, coded, and approved requisitions and submit with required supporting documents to the district for timely processing and disbursement of payment.
  • Scan a copy to file and mail processed and signed checks to the payee upon receipt.
  • Maintain inventory of health department office supplies and equipment
  • Performs routine clerical duties, which include typing, copying records, filing, and handling of mail
  • Manages routine administrative functions such as travel expenses, car rentals, leases, vendors, contracts, telecommunications, building security, purchasing, billing/credit, etc.    

Monitor and manage billing operations for the health department.

  • Audits health department A/R Aging Report, to maintain accurate financial records for self-pay billing.
  • Bills clients for Family Planning payment plan, insurance co-pays/co-insurance/denials.
  • Contacts clients to assist in resolving any insurance billing issues such as Coordination of Benefits, incorrect information entered into EMR, etc.
  • Prepares and mails statements quarterly. 
  • Reviews rejected claims.
  • invoicing and posting paid claims, meeting the deadline of the current fiscal year

Board of Health Support.

  • Serves as secretary to the Board of Health.
  • Maintains Board of Health Member Roster and updates contact information. Maintains terms information for members. 
  • Schedules monthly and called meetings at the direction of the Chairman of the BOH. Coordinate meeting dates with BOH members and other interested parties. 
  • Ensures legal county media receives notice to publish in the newspaper in a timely manner.
  • Prepares meeting agenda. Prepares folders with supporting documents for the meeting.
  • Coordinates and prepares the meeting.
  • Takes minutes of meetings, transcribes, and distributes final approved copies. 
  • Uploads electronic copy of minutes and supporting documents to FileZilla for District and backup purposes.
  • Provides auditors with appropriate minutes as needed.

Assist the Environmental Health department as needed. 

Participates in emergency preparedness efforts in partnership with the District and local agencies and stakeholders.

Establishes and maintains internal and external partnerships.

Other Duties as Assigned.


Qualifications

High school diploma/GED and five (5) years in a lead worker, team leader, or supervisory role in a customer service setting communicating information; 
or 
Two (2) years of experience required at the lower level Customer Svc Rep 3 (GST122).Georgia Department of Public Health Commissioner and leaders encourage all employees to engage in regular wellness activities and to make lifestyle choices that promote health and well-being.

The use of physical activity breaks during the workday is authorized to support this philosophy and assist employees in meeting their wellness goals.  A maximum of 30 minutes in a given workday may be used to engage in physical activities, generally in the form of two 15-minute breaks or one 30-minute break.

Employment Information

Current State employees are subject to State Personnel Board rules regarding salary.

DPH accepts educational credential recognized by the Council for Higher Education Accreditation (CHEA) and/or the US Department of Education (DOE) will be considered. DPH will contact educational institutions to verify degree, diploma, licensure, etc.
