Position Overview

The Compliance Analyst organizes, manages, and administers the Program’s compliance activities as mandated by State statute and State Board rules. Meets and consults with the Administrator, Legal Counsels, Illinois Department of Public Health designee and State Board as required. Duties include, but are not limited to, oversight of the compliance reporting process, including the maintenance of ongoing status reports; oversight of permit holder compliance and recommendations for non-compliance sanctions and reporting to the State Board’s legal counsel and the State Board; collaborates with legal counsel; provides recommendations for sanctions and fines; monitors and prepares program materials for administrative hearings and appeals processes; maintains status reports relative to imposition of sanctions and litigation; confers with legal staff to establish parameters for sanctions; prepares and delivers presentations during the public meetings of the State Board; Additionally provides support as requested, with the other activities of Health Systems Development Compliance Section and the State Board, including: CON application reviews, CON exemption application reviews, conduct of public hearings, rules development, special studies, facility planning and data collection statewide.

Essential Functions

  • Organizes, manages, and administers the Health Facilities & Services Review Board’s (“HFSRB” or “State Board”) compliance activities as mandated by State statute and State Board rules. 
  • Coordinates all State Board activities, including compiling and maintaining accurate and up-to-date accounts of all pending litigation and administrative hearings; monitors the status of all contested cases, directs the compilation and submission of necessary documents to the State Board, legal counsel, or the Attorney General’s Office as required.
  • Develop, implement, and direct activities relating to the maintenance and support of HFSRB databases and all records of the HFSRB.
  • Conducts investigations in compliance matters as requested; meets and consults with the legal counsel, State Board, and Attorney General, as required.
  • Supervises staff and contractors working in the compliance section; prioritizes, assigns, and reviews work; approves/denies requests for time off; provides guidance and training; effectively recommends discipline when/if necessary; recommends grievance solutions; performs annual evaluations; establishes yearly goals and objectives; counsels staff with problems with productivity, quality and conduct; determines staffing needs to achieve program objectives.
  • Assists in the review of prepared amendments to existing statutes and draft position papers.
  • Prepare and give presentations at State Board meetings concerning compliance issues.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.
  • Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization involved in the health care and/or legal field.

Preferred Qualifications

  • A bachelor’s degree in Public Administration, Business, Planning, or Legal Studies, or other related fiel
  • Thorough knowledge of health care delivery systems, health care facilities development, the Illinois Health Facilities Planning Act, laws, and regulations about health care facilities, and experience in the interpretation and/or implementation of regulatory statutes and rules pertaining thereto.
  • One (1) year of experience analyzing and interpreting a program’s administrative rules and recommending courses of action.
  • Ability to exercise judgment in the evaluation of compliance issues.
  • Ability to develop and maintain cooperative working relationships with industry representatives, legal counsel, State Board members, and other program staff.
  • One (1) year experience planning, organizing and scheduling activities and meeting deadlines.
  • One (1) year experience writing reports and correspondence with health care industry representatives, attorneys, the State Board and the Agency.
  • One (1) year computer experience with word processing, spreadsheets and relational database programs.
