The New Mexico Department of Health (NMDOH) is one of the executive branch agencies of the State of New Mexico. To ensure health equity, we work with our partners to promote health and well-being and improve health outcomes for all people in New Mexico.

The Department consists of six (6) Divisions which include the Public Health Division, Epidemiology & Response Division, Scientific Laboratory Division, Administrative Services Division, Office of Facilities Management, and Medical Cannabis Division.
The Office of Facilities Management oversees seven 24-7 facilities throughout the state that provide long-term, rehabilitative, behavioral health and drug treatment programs. Our primary responsibility is to assess, monitor and improve the health of New Mexicans.

The Department provides a statewide system of Health Promotion and Community Health Improvement, Chronic Disease Prevention, Infectious Disease Prevention, Injury Prevention and other Public Health services. Prevention and early intervention strategies are implemented through the Department's local Public Health Offices and contracts with community providers.
The health care system is strengthened through Department activities including contracted Primary and Rural Health care services, school-based health centers, Emergency Medical Services, Scientific Laboratory services, Vital Records and Health Statistics.

The Budget Analyst is part of the Administrative Support Team for the Information Technology Services Division (ITSD}. This position provides specialized services in the preparation and review of professional and technical services contracts for completeness, accuracy, and complies with all federal, state, local, territorial and tribal (FSLTT) mandates. This position is responsible for duties focused on, fiscal information, procurement, and budget review. The position is responsible for running reports for the purpose of maintaining expenditure controls, funds distribution among DOH divisions outside ITSD. The Budget Analyst position is an active participant in ensuring the preparation of lTSD end of fiscal year completeness and is expected to acquire a working knowledge of services and tangible goods to be purchased. This position interacts with personnel and management within ITSD as well as procurement and budget personnel throughout the Department to produce positive outcomes that support the Department's strategic goals and objectives.

How does it get done?

 
1: Examine contracts for completeness, accuracy, and conformance with procedures and regulations for the Information Technology Services Division.
2: Provide administrative support in the area of procurement, including, but not limited to, process payment vouchers, requisition request, change orders and distribution of purchase orders to NMDOH division contacts.
3: Recommends improvements and standardization of existing or new procedures and processes.
4: Review budget and accounting reports for the purpose of maintaining expenditure controls, distributing of
funds among other divisions/programs.

This position supports the administrative team in ITSD and other DOH divisions.

Ideal Candidate

 
Associates degree in Business or Accounting and Finance and two (2) years of experience in purchasing, procurement, and budget analysis and management.

Minimum Qualification

 
Associate degree in Accounting, Finance, or Business Administration and two (2) years of experience in budget preparation, budget monitoring, governmental accounting, and/or federal grant reporting. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience.

Working Conditions

 
Work is performed in an office setting with long periods of sitting and extensive computer usage. Occasional overtime and limited travel. Ability to complete assignments with a high level of accuracy and within strict time constraints and an ability to handle multiple tasks and requests from several people at once.
