The Family Health Bureau (FHB) works to improve the health of women, children and families in New Mexico through policy, surveillance, assurance, and direct services provided to reproductive age women, infants, children, adolescents and their families, including children and youth with special healthcare needs. The staff in the bureau work to bring federal funds to New Mexico and provide guidance and oversight of program services provided in the regional health offices. The Bureau has six program areas including: Children's Medical Services (CMS), Family Planning (Title X), Farmers' Market Nutrition Program, Maternal & Child Health (MCH), and Maternal & Child Health Epidemiology.

Why does the job exist?

 
This position serves as the main accountant and auditor for the Family Health Bureau's five programs, as well as the Family Health Bureau's administration team, which audits financial documents from the programs, assuring compliance with procurement codes and regulations.  The position provides essential support and guidance for the financial tracking and monitoring of the Title V grant, and contract compliance of the Bureau. Some of these tasks including supporting managers with contracts process, tracking budgets and payroll, purchasing and paying invoices, creating travel documents, compiling financial reports for the Bureau, and verifying compliance to new accounting processes.

How does it get done?

 
This position will support financial tracking and reporting requirements of the Title V Maternal Child Health Block Grant, which funds a portion of Family Health Bureau programs and other DOH programs. These duties include preparing or reviewing grants management plans, completing quarterly grant reconciliation for programs receiving block grant funds, and working with the Title V Director to complete budget reports for annual grant submissions.

Other duties include creating purchase orders (POs) for rent, budget projections, monitoring and reporting postage and phone charges, submitting budget authority requests (BARs) and journal entries (JEs), and reviewing TPID reports.  Other duties include working as the Safety Officer for the bureau, and monitoring training plans for Bureau staff.

Ideal Candidate

 
The ideal candidate will a) have excellent knowledge and experience using Excel including pivot tables, b) have a working knowledge of the SHARE financial system, c) possess strong communication and customer service skills, d) have excellent organizational skills, and e) be a team player.

Minimum Qualification

 
Associate degree in Accounting, Finance, Auditing, or Business Administration and two (2) years directly related work experience in accounting, auditing, finance, and/or budgeting. Any combination of education from an accredited college or university in a related field and/or direct
experience in this occupation totaling four (4) years may substitute for the required education and experience.

Employment Requirements

 
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

 
Work is performed in an office setting with exposure to Visual/Video Display Terminal and extensive personal computer and telephone usage. It requires extended periods of sitting and may need to lift up to 25 pounds. It also could require occasional in-state travel.
