Accountant 3, 2, or 1

This position serves as Accountant for the Accounting Department at Villa Feliciana Medical Complex, an acute and long-term care hospital whose mission is to operate health care programs which provide medical care and treatment for residents with acute, subacute, and chronic illnesses and/or disabilities resulting from trauma or genetic defects.
  
 VFMC is a specialized 24-hour medical facility operating with 150-175 staffed beds, with a license capacity of 334 beds. All beds are licensed as hospital beds.  The facility operates a small hospital care service that is surveyed by health standards using hospital licensing requirements, with the remainder of the facility surveyed annually under CMS and state standards for nursing facility care.  Specialized units include 37 beds for acute and subacute care including a ventilator care and wound care service, and the only inpatient tuberculosis program in the state.  The facility is staffed with a table of organization of 244 classified positions and 20+ unclassified positions with a budget in excess of $19 million.  The physical plant consists of three patient care buildings, administrative building, activity buildings, support service buildings, staff residences, and a variety of storage and special purpose structures, located on a 140-acre site with its own fresh water system, sewer system, chiller and boiler systems, and electrical distribution system. This facility has control of passage with a security gate at entrance.

Requirements

Three years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Six years of full-time experience in any field plus twenty-four semester hours in accounting; OR

A bachelor’s degree with twenty-four semester hours in accounting; OR

A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics; OR

An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics; OR

Possession of a Certified Public Accountant (CPA) license.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:  

60% Responsible for all aspects of patient billing, which is an essential area of the Accounting Department, since approximately 90% of our funding comes from patient billing.  Patient billing provides calculations, data and all documentation necessary for revenue generated under the Title XVIII and Title XIX programs.   This function includes billing for private clients as well as patients served under contract with the Veteran’s Administration, Eastern Louisiana Mental Health System, and Department of Corrections.  The incumbent is responsible for the billing of all revenue: Medicare, Medicaid, Private Care, Veteran’s Care, etc. for approximately 200 patients. The billing is both online (computerized) and manual (paper copies transmitted through the mail system), depending on the program.

Devises and maintains patients’ personal files and records which contain all personal, billing and patients’ family information.  Accounting records consist of spreadsheets containing Title 18 hospital, Title 18 ECF and Title 19 hospital debits and credits on each patient and also contains information on patients’ level of care.

Confers with patients’ relatives, Social Security Administration, the Medicare office, Office of Family Security, Veteran’s Administration, DHH Reimbursements department, private insurance companies, Unisys, American Health Tech, etc. on patients’ accounts and to resolve collection problems.  Confers with patients, their families, state offices, other hospitals and employees of our facility to obtain answers to questions on more complex matters.

Prepares monthly analysis of accounts receivable reports to reflect status of patients’ accounts.  

Audits receivables from Medicare, Medicaid, Veteran’s Administration and Office of Family Security; identifying entries requiring adjustments and prepares proper journal vouchers to adjust accounts and/or correct errors.

Reviews payments on Medicaid and Medicare Remittance Advices to ensure accuracy, identify problems and make corrections, if needed.

Requests payments on account through a standardized billing system.  Calculates individual monthly billing for approximately 200 patients.  Prepares Turn Around Document and individual bills for Medicare, Veteran’s Administration, Contracted Care, patients’ families and private insurance companies, according to the patients’ level of care.

Reviews payments received for required documentation and verifies amount.  Posts from Remittance Advice to individual patient records in the Long-Term Care computer program.  

Calculate and send individual statements for approximately 160 on a monthly basis. Examines records to close accounts, identify delinquent accounts, adjust and correct entries and to balance accounts.  Prepare report to be sent to LDH – Central Collections to write off old accounts that are uncollectible.  Refunds overpayments of personal monies to patient accounts.

Reviews and approves records of financial transactions relative to collections, refunds and accounts receivable to ensure accuracy, completeness of calculations and legitimacy of transactions.

Maintains accounting spreadsheets, ledgers and records in accordance with generally accepted accounting principles.

Counsels and trains other departments in the billing procedures, problem areas, policies, etc. as needed or requested.

15% Incumbent is responsible for the supervision of the patient fund.  Incumbent provides training, approves and disapproves leave, recommends disciplinary actions, conducts PES planning and rating sessions.

10% Provides financial data necessary for the preparation of various reports, including, but not limited to, monthly projections of revenues and expenditures, Title XVIII (Medicare) and Title XIX (Medicaid) cost reports, the Annual Financial Report, Annual Operating and Capital Outlay budgets and various receivables reports.

5% Collects, analyzes and evaluates statistical and financial information for various management and financial reports.

5% Interacts with LDH Budget Office and State Budget Office Personnel, Office of Eligibility Determinations, Social Security Administration, Veteran’s Affairs, patients, their family members and hospital staff concerning patient fund balances, patient expenditures, billing and accounts receivable.  Prepares special reports for the above-mentioned agencies and individuals, when requested.

5% Performs other related duties to maintain the smooth operation of the Accounting Department.
