Come Join DOH-Team Duval!  If you are looking to establish an exciting and successful career in public health and nutrition services, you have come to the right place.  As a Senior Public Health Services Manager, you will perform highly responsible professional and administrative work.  Many of our innovative and successful health programs are recognized throughout Florida. This is a senior management position directing the Nutrition and Chronic Disease Division that reports directly to the Assistant County Health Department Director - Health. 

Your Specific Duties and Responsibilities:  

The individual in this position will be required to apply expertise and experience in nutrition and chronic to improve the health status and well-being of Duval County residents This position includes a combination of providing managerial direction and oversight to assigned sites within the nutrition division and implementing community nutrition education initiatives. In addition, the incumbent must ensure that the provision of services in the Special Supplemental Nutrition Program for Women, Infants and Children (WIC) Program are in accordance with the policies of the state WIC Program and regulations as stated in OHM 150-24 . In addition to the WIC program, this position will oversee all programs and the NEW Deal, diabetes self-management program, In total this division averages around 60-70 employees. This position will be part of an interdisciplinary executive leadership team, be accountable for relevant aspects of strategic and business plans and play a leadership role in the Department's quality initiative.  He/she will participate in a system of performance-based management  and be directly accountable for health indicators related to nutrition and chronic disease outcomes, as well as indirectly for the performance of the entire department. As a leading Public Health component, the Nutrition and Chronic Disease Division Director must execute the eight Public Health competencies as noted in the duties below.

Public Health Competency Domain 1: Analytical/Assessment skills.

  • Initiates and maintains analysis of the efficiency and effectiveness of the Nutrition and Chronic Disease Division and its applicable programs. Leads and follows through on adjustments in a timely manner.
  • Assists in developing divisional and programmatic strategic plans and ensures they are in alignment with the DOH-Duval strategic plan and business plan respectively.
  • Provides consultative and/or tactical expertise to assist in the identification and control of incidents, situations, and/or occurrences which may endanger the health of the community and agency operations.
  • Assists with developing, implementing, revising, and monitoring of DOH-Duval policies and procedures.
  • Educates and orients staff to agency and divisional policy, programs and procedures.
  • Collaborates with direct reports to analyze methods and processes for collecting data applicable to the division's operations. Ensures direct reports integrate the findings from data analysis into programmatic operations to improve impact, effectiveness, and efficiency.


Public Health Competency Domain 2: Policy development/Program planning skills.

  • Responsible for the planning, implementation, promotion, coordination, and evaluation of community nutrition related programs, providing nutrition education and counseling to individuals and groups, developing and monitoring budgets within the division, and supervising staff.
  • Complies with and monitors compliance of the mandatory requirements in Section 215.422, Florida Statutes and Chapter 691-24 of the Florida Administrative Code.
  • Ensures adherence to laws, regulations, policies and procedures related to the Division. Identifies and executes opportunities for improvement.
  • Prepares, supervises and coordinates the implementation of all WIC policies and procedures.
  • Monitors WIC Program operations in the areas of administration, nutrition education, client certification, breastfeeding and vendor management.
  • Oversees DOH-Duval breastfeeding services and support groups.
  • Serves as the lead in coordinating voter registration activities, trainings and updates.
  • Leads and/or arranges work groups and committees that serve to enhance the impact of the division's programs.
  • Drives and models a culture of achievement and fosters a quality focus across the Division.
  • Oversees establishment of divisional work plan standards, strategies, and goals that exceed performance measures.
  • Monitors and evaluates divisional and team member progress toward performance measures. Identifies and executes opportunities for improvement.
  • Responsible for processing invoices for exempt infant formula and WIC eligible nutritional’s.
  • Designated to implement Farmers' Market Nutrition Program in Duval County. Tasked with conducting training, distribution of checks and materials, and maintaining Farmers' Market Nutrition Program coupon inventory.
  • Responsible for ensuring Nutrition and Chronic Disease Prevention employees receiving regular training on health equity, health disparities, and social determinants of health. Develops training materials and learning opportunities as needed.
  • Responsible for Nutrition and Chronic Disease Prevention quality improvement initiatives. This includes the Department of Health divisional QI projects and all corrective action plans identified through local agency program reviews.
  • Responsible for organizing social media messaging for the Nutrition and Chronic Disease Prevention Department.

Public Health Competency Domain 5: Community Dimensions of Practice skills

  • Provides technical assistance and coordination of referrals for private medical providers, school health nurses and other agencies/programs.
  • Coordinates the integration of the Division with other DOH-Duval staff and programs.
  • Serves as a liaison with other health department programs, related organizations, academia, and community partners.
  • This position will be tasked with serving as co-chair of the Community Health Improvement Plan - Healthiest Weight Subcommittee. Will act as representative of DOH-Duval and work with public health system partner to improve  the health of Duval County. Group will include local hospitals and health care organizations, local government, community-based organizations, social service organizations, and schools.
  • Establishes and maintains positive mutually beneficial relationships with key stakeholders.
  • Negotiates, approves, and monitors the use of community assets and resources through formal and informal agreements. Leads adjustments as appropriate.


Public Health Competency Domain 7: Financial Planning/Management skills.

  • Monitors and communicates the financial health of the Division.  Ensures that the allocation percentage of the WIC budget of nutrition education, administration and breastfeeding is accurately expended and accounted for.
  • Regularly monitors and communicates divisional revenue, expenditures, and financial challenges to supervisor and/or Finance and Account ing Liaison.
  • ​​​​​​Assists in assuring program strategies, standards, revenues, and expenditures are linked to the DOH-Duval spending plan.
  • Appropriately plans to meet facility and major equipment needs of the division and staff.
  • Assists in the hiring, orientation and onboarding of new team members.
  • Properly supports team members in their daily duties, growth and development, motivation, rewards and recognition, and performance evaluations.
  • Coordinates and attends divisional team meetings regularly .
  • Implements an accountability system to address team member and client concerns and resolutions.
  • Positively resolves internal and external conflicts.


Public Health Competency Domain 8: Leadership and Systems Thinking skills.

  • Applies knowledge and uses emerging trends and long-term opportunities to align Divisional operations with strategic priorities.
  • Incorporates ethical standards of practice as the basis of all interactions with team members and partners.
  • Promotes mentoring, peer advising, coaching or other personal development opportunities for self and team.
  • Responsible for implementing succession planning process for Division of Nutrition and Chronic Disease Prevention.
  • Aids Assistant Director for Public Health Programs in agency-wide  implementation of succession planning initiatives. Tasks include attending planning meetings with DOH executive leaders, assisting divisions in completion of deliverables, evaluating succession planning assignments and providing feedback, and assisting with transition of succession plan to a sustainable model.

Qualifications:

  Minimum:

  • Must have a valid State of Florida dietitian/nutritionist license in accordance with Chapter 468, Part 10, Florida Statutes.
  • Must have a valid State of Florida driver's license and have reliable and accessible transportation.
  • 5 years of management/supervisory experience working in a WIC clinic or community setting.
  • Able to work before, during, and/or beyond normal work hours or days in the event of an emergency or outreach program. 


  Preferred:

A valid State of Florida Registered Dietitian Licensure.
3 years' experience conducting budgetary and grant management duties and responsibilities.
