These are remote project positions that falls under the Washington Management Service (WMS) and will be funded through June 30, 2026.

Senior Project Manager

(2 project openings)

 

As a Senior Project Manager, you’ll oversee highly complex and urgent projects, ensuring their successful completion while providing expert guidance and consultation to senior leaders both within and outside the Department of Health.

These positions will sit within the Project Management Office (PMO) as part of the Executive Office of Innovation and Technology and will be pivotal partners to our “Be Well, WA” program team. Your responsibilities will include independently developing innovative project management strategies aligned with agency goals, fostering partnerships with internal and external stakeholders, and embedding the mission and values of DOH into all project management activities. You'll also manage project portfolios, provide project management education and training, and ensure project quality assurance.

You will manage state-wide projects, including planning, implementation, monitoring, and closure. Additionally, you'll supervise and mentor junior project management staff, as well as procure and manage contract project management-related resources. These two Senior Project Manager positions will be instrumental in driving successful project outcomes, building project management capacity across the agency, and supporting the overall mission of the organization by ensuring effective project delivery aligned with agency goals and priorities.

Responsibilities:

  • Executive-Level Consultation and Partnership
    1. Building trusted relationships.
    2. Providing executive-level consultation and advice on PM-related matters such as communication, risk, change management, and project leadership.
  • Project Planning and Implementation
    1. Engaging internal and external stakeholders to define, authorize, fund, and prioritize projects within the agency’s portfolio.
    2. Leading and facilitating project teams, managing project plans, budgets, resources, communications, change management, risks, issues, meetings, and reporting functions.
    3. Monitoring projects to ensure they remain on time and on budget, with risks mitigated, issues resolved, and changes managed appropriately.
    4. Closing projects and reporting results to internal and external partners, decision-makers, and stakeholders.
    5. Providing expert advice and consultation to internal and external organizations.
  • Project Reporting and Stakeholder Management
    1. Monitoring and reporting project progress to internal and external stakeholders.
    2. Preparing updates on project progress, risks, issues, and solutions.
    3. Ensuring all stakeholders are appropriately involved, engaged, and aligned throughout the project life cycle.
  • Supervision of PMO Staff
    1. Direct supervision of PMO team members.
    2. Performance management, training, and development for staff.
    3. Coaching and mentoring as needed.
  • Contract Management
    1. Procuring, monitoring, and managing PM-related service contracts.
    2. Serving as the DOH contract manager for these contracts.
  • Project Management Training and Education
    1. Providing training and educational opportunities to increase project management capacity among agency staff.

 

Required Qualifications and Experience:

  • A Bachelor’s Degree 
  • At least 5 years of hands-on project management experience in various areas such as IT, facilities, service delivery, operational support, Government, or organizational change.

Preferred Qualifications and Experience

  • Master’s degree in business or health administration, public administration, business administration, organization development, or a related field.
  • Five years of progressive leadership experience supervising programs and staff including managing skilled professionals to successfully implement and develop projects.
  • Project Management Professional (PMP) certification.
  • Certification in change management, process improvements, or related areas supporting business and organizational performance.
  • Proficiency in standard Microsoft Office tools (Word, Excel, PowerPoint, and Microsoft Project) and multiple project management portfolio and performance tools.
  • Knowledge of:
    1. State and Agency Project Portfolio Management policies, standards, and processes.
    2. DOH vision, mission, programs, and systems.
    3. Federal and state laws, rules, and regulations.
    4. DOH administrative policy and procedures in procurement.
    5. Washington state contracts training and certification.
    6. Washington state legislative, budget, and authorizing environment.

Location 

These are remote positions available to applicants residing anywhere in Washington State, as well as those living near the Oregon/Washington border and the Idaho/Washington border. Attending events or working In-office is rarely required and would be scheduled in advance at the DOH office located in Tumwater, WA.
