The Stormwater Permitting Engineering Associate serves as a staff engineering associate for plan review of stormwater permits in the Central office under the supervision of the Stormwater Section Manager. Performs technical reviews of site plans and hydrology/hydraulics/water quality calculations to ensure compliance with stormwater management and sediment reduction regulations as well as the National Pollutant Discharge Elimination System (NPDES) Construction Stormwater General Permit, SCR100000 (NPDES CGP) and SCR160000 South Carolina Department of Transportation (SCDOT CGP). Provides professional guidance and assistance to local governments, land developers, consultants, public officials, and citizens.
 
Job duties: 
 
• Performs technical review of projects submitted for permitting under the NPDES Construction Stormwater Program which are deemed by supervisor to have minimal complex issues. Determines if the projects comply with appropriate regulations and permitting requirements by checking drawings, calculations, and engineering reports. Prepares approvals for regulated activities. Works with consulting engineers and applicants to address deficiencies on plans and provide technical assistance. 
 
• Processes requests for permit coverage under NPDES CGP administratively when the project is located in an MS4 area and subject to MS4 technical review. Prepares approvals for regulated activities. Assists with compliance assistance efforts for the NDPES Municipal Separate Storm Sewer System (MS4) regulated entities. Provides technical assistance to MS4s and consulting engineers. Assists with Industrial Stormwater Permitting by processing requests for permit coverage under NPDES IGP (SCR000000).
 
• Maintains organized and accurate permit files, ensuring all relevant information is in the file. Ensures the permitting database and required tracking spreadsheet are updated and maintained with current and complete information for all projects. Assists with permitting reporting. 
 
• Provides technical assistance to DHEC Regional and Bureau of Water Compliance and Enforcement staff on issues or sites related to the stormwater program. Represents the interest of DHEC at meetings, hearings, and court proceedings; speaks before organizations or groups; provides evidentiary testimony.

Requirements

A bachelor’s degree in engineering. The education must qualify the applicant to become registered as a Level A Professional Engineer in South Carolina and must meet one of the education requirements outlined on the South Carolina Department of Labor, Licensing and Regulations website found at: https://llr.sc.gov/eng/PDF_Files/LicensureQualificationInformationSheetExam.pdf. If the applicant is utilizing the ‘substantially equivalent education’ pathway, the approval letter from LLR must be final at time of application. 
 
Institutions of higher learning must be recognized by the Council for Higher Education Accreditation.

This position is part of the South Carolina Department of Environmental Control’s Bureau of Water. The work performed supports DHEC’s mission to improve the quality of life for all South Carolinians by protecting and promoting the health of the public and the environment. Effective July 1, 2024, this position will transfer to the South Carolina Department of Environmental Services created by Senate Bill 399 which provides for the creation of the Department of Environmental Services to assume the environmental-related functions of DHEC.
