Incumbent in this class performs duties related to planning, developing, and implementing emergency preparedness program initiatives, goals, and objectives for the Strategic National Stockpile Cities Readiness Initiative Program.  Develops, prepares and coordinates MCM-CRI dispensing plans and procedures for the twelve counties of District 4 – Butts, Carroll, Coweta, Fayette, Heard, Henry, Lamar, Meriwether, Pike, Spalding, Troup, and Upson. Develops, organizes, and manages MCM-CRI program. During an emergency, assume the role of Logistics Section Chief and acquire, manage and track equipment and supplies for all ongoing operations during the COVID-19 response.
 
 This is the first level within a three-level emergency preparedness classification series.  The MCM-CRI Coordinator is distinguished from the Emergency Preparedness Specialist (EPS) in that the MCM-CRI Coordinator provides MCM-CRI technical assistance and support to the Emergency Preparedness Specialist working with public health and other healthcare providers, whereas the latter oversees the comprehensive emergency response operations within an assigned geographical area in the event of a terroristic attack or catastrophic event.  Incumbent in this class serves on an on-call basis 24 hour per day, seven (7) days per week as required. Travel is required, in some cases overnight or out of state. Reporting location is 160 Bastille Way, Fayetteville, GA 30214.

 

All District 4 Public Health, County BOH employees are deemed essential employees in the event of an emergency. As such, you may be called on to participate in an event not limited to but including, staffing a shelter, a Specimen Point of Collection Site (SPOC) and/or Point of Dispensing site (POD). When you are called on to participate, you are expected and it will be a part of your job requirement to participate, whether the emergency occurs during or outside regular work hours.

Requirements

  • Develops and maintains a twelve county MCM-CRI program to achieve the standards and desired outcomes found within the CDC DMCM guidance for mass dispensing and vaccination. 
  • Provide documentation and data for annual Operational Readiness Review (ORR) and adhere to State and CDC ORR policy, tools, and reports through the DCIPHER platform. 
  • Conduct self-assessment of District MCM/CRI program to ensure compliance of CDC guidelines, State requirements, and ORR guidelines/DCIPHER platform.  
  • Maintain current database of Points of Dispensing Sites (PODs) (open and closed) to include site name, address, phone number and point of contact. 
  • Maintain documentation of coordination for dispensing sites and the associated workforce to meet the potential need to vaccinate/prophylaxis first responders and the entire district population within time frames specified by the Centers for Disease Control and Prevention. Conduct an annual review of all MOUs/MOAs associated with management of pharmaceutical/medical supply and equipment for disaster response, to include, but not limited to, facility owners/managers, local EMA, and Public Health. Continue to identify volunteer source(s) for managing operations at Dispensing Sites. Coordinate with the Volunteer Coordinator to assist in identifying and soliciting volunteer source(s) capable of providing adequate numbers of volunteers to support dispensing site operations. 
  • Coordinate with local businesses; government agencies, healthcare facilities, churches, and private organizations to enroll as Closed PODs.  Provide training and facilitate planning for site once enrolled. 
  • Assist District Volunteer Coordinator in maintaining a database of volunteers using a volunteer management system or the State of Georgia ServGA site. 
  • Schedule and conduct annual training for selected personnel concerning management of pharmaceutical/medical supply, and equipment during disaster response. Maintain response trailers and District cache inventory.
  • Work with community and District partners to build relationships to meet goals of MCM program. 
  • Assist with MCM/CRI budget; write project narratives, justifications and establish funding priorities for MCM operations. 
  • Input program activities into State website on a quarterly basis.

  • Operating personal computers, including spreadsheet, database, word processing, presentation, and other related software. 
  • Communication and interpersonal techniques as applied to interaction with coworkers, supervisor, the general public, etc., sufficient to exchange or convey information and to receive work direction.

Qualifications

Completion of a bachelor's degree from an accredited college or university AND Three years of experience in public health, emergency management, or a closely related field.
 
 OR
 
 Two years of equivalent experience at the lower level (PSP071).
Preferred Qualifications:  
  • Completion of course work equivalent to the academic requirements of a bachelor’s degree and three (3) years’ experience in MCM-CRI emergency planning and preparedness in a Federal, State, or Local MCM-CRI Program.   
  • This includes a minimum of one (1) year lead or supervisory experience that is required to successfully perform the essential duties of the job as those listed above. 
  • Working knowledge of Microsoft SharePoint software.
