Senior Planner/Policy Analyst

Position: Full-time, permanent, Health Services Consultant 4 (HSC4)

As a Senior Planner/Policy Analyst (HSC4) you will play a pivotal role in representing HSQA in discussions of policy issues with the public, Governor-appointed board and commission members, and HSQA program staff regarding rulemaking. Designated by the appointing authority as an agency-wide expert resource on rulemaking, you will tackle issues of high visibility and sensitivity, providing invaluable insights and recommendations.
Key Responsibilities include:
- Developing and implementing rules, policies, procedures, and interpretive statements.

- Collaborating with program staff, interested parties, and regulatory boards, commissions, and committees to develop new and to amend existing regulations and to develop work plans.
- Assisting with determining the fiscal impact to the department and the total cost of rulemaking.
- Planning, developing, and evaluating legislative implementation plans.

- Reviewing bill analyses and fiscal note analyses prepared by program subject matter experts and providing feedback for improving work product.
- Assisting with agency request legislation.
- Planning, coordinating, and evaluating the HSQA legislative process, making recommendations on process improvement to the legislative team and division management.

- Option 1: Six (6) or more years of experience writing materials using clear writing principles and techniques for professional, government, or public use, such as regulations, analyses, or reports, including experience with Washington state rule writing and legislative analysis.
- Option 2: A bachelor’s degree or higher from an accredited college or university; AND two (2) or more years of experience writing materials using clear writing principles and techniques for professional, government, or public use, such as regulations, analyses, or reports.
AND (for BOTH above options) the experience in the following:
- Research and analytical experience, which includes experience researching, evaluating, and drawing conclusions from data; supporting recommendations with facts and analysis; and interpreting laws, rules, policies, and procedures.
- Consulting experience, which includes experience identifying writing strengths of others; and coaching, mentoring, or consulting with others to develop and improve their writing skills.
- Relationship building experience, which includes experience developing positive, productive, and respectful working relationships with customers and co-workers.
