Your Specific Responsibilities:

This is a senior-level internal audit position within the Department of Health’s (Department, DOH) Office of Inspector General (OIG). The position reports to the OIG’s Director of Auditing (DOA).

This position primarily performs complex performance, compliance, financial, and IT system related internal audits of the various DOH departments, programs, and IT systems. Ensures all internal audits, management consulting projects, and management reviews are conducted in accordance with section 20.055, Florida Statutes, and all other applicable standards, rules, regulations, or policies and procedures, as appropriate.  The incumbent may be required to gather background and relevant information; review applicable regulations; develop an audit/project plan; conduct interviews; analyze documentation; and formulate conclusions and/or recommendations based upon supporting evidence; prepare objective, accurate, and logical written reports and closure documentation summarizing audit-related activities; and meet with management to discuss engagement findings, conclusions, and recommendations, when necessary.

Specific duties of this position include the following:

  • Prepare or assist in the preparation of audit objectives, audit plans, and audit programs. This entails a thorough review of applicable policies and procedures, laws, prior audit reports or other studies. Also, conduct interviews with DOH staff to gain essential background knowledge and perspective.
  • Perform audit fieldwork as described in the audit program. This will normally require the application of a wide range of audit techniques, such as sampling, testing, reconciling, interviewing, observing, and confirming, among others. Prepares audit documentation to document work performed.
  • Organize audit work papers, summarize the pertinent facts, and prepare or assist in preparing a draft report.  Responds to any audit review notes of the DOA, Assistant Director of Auditing (ADOA) (if applicable), and Inspector General (IG).  Review the work of other audit staff when serving in a capacity of Lead Auditor.
  • Participate in exit conferences with auditees and assist in issuing draft reports for comment. Revise draft reports as necessary, merge auditees’ comments into reports and assist in issuing final reports.  Perform follow-up reviews to determine status of report recommendations.
  • Maintain and improve professional knowledge and skills through participation in staff meetings, staff development activities, seminars, and review of office reference materials.
  • May participate in Enterprise-wide audit engagements administered through the Office of the Governor, Chief Inspector General’s Office.  These engagements may consist of participating in multi-agency projects or working as a member of a project team performing work across multiple agencies simultaneously.
  • May assist the DOA with coordinating audits of DOH by other oversight entities, such as the Auditor General, Office of Program Policy Analysis and Government Accountability, and federal auditors, as directed.  This includes coordinating entrance and exit conferences; providing assistance, when needed, throughout the duration of the audit; and coordinating DOH responses to audit recommendations.  Monitors the progress of corrective actions taken by management, as needed.
  • May assist with conducting periodic comprehensive risk assessments of all auditable units of the Department, as directed.
  • May mentor, train and/or manage other Audit Unit staff, as directed.
  • Perform any related work, as assigned by the DOA, ADOA, or IG.

This position is designated as a sensitive position that often requires access to confidential information while carrying out job duties. All projects should be conducted in accordance with appropriate standards and policies, where applicable. The incumbent of this position may be required to travel on occasion.

Required Knowledge, Skills, and Abilities:

The incumbent must possess:

  • A minimum of 3 years of full-time accounting/auditing experience with a private and/or government entity. Auditing experience must include planning, conducting, and reporting on audits that assess effectiveness and efficiency of operations, general performance, and/or compliance with regulations. A minimum of a 4-year Business-related degree from an accredited university, that included at least one class in accounting or auditing, may substitute for work experience at the discretion of the IG.
  • Knowledge and skills necessary to utilize Microsoft Suite products (including proficient use of Word, Excel, and Outlook).
  • Ability to conduct personal interviews, analyze information and data, and synthesize diverse information.
  • Excellent leadership, organizational, writing, and multi-tasking skills and the ability to effectively communicate with other OIG staff and Department management and staff at all levels.
  • Experience working in an audit capacity within an OIG, including familiarity of and experience with conducting internal audits, reviews, and consulting engagements in accordance with section 20.055, F.S.; Principles and Standards for Offices of Inspectors General (Green Book), published by the Association of Inspectors General; the International Standards for the Professional Practice of Internal Auditing (Red Book), published by the Institute of Internal Auditors; and/or other applicable professional auditing standards. As part of the interview process, applicants will be required to participate in a written assessment to test their accounting and audit knowledge, thought organization, critical thinking abilities, and writing skills.

Licensure/registration/certification requirements:

Incumbent must obtain, at a minimum, the necessary continuing professional education hours as required by the Green Book and any additional continuing education hours that may be required of any certifications held by the incumbent and any profession-specific standards utilized during a project/engagement.

An active certification from at least one of the following organizations:  Florida Board of Accountancy, Institute of Internal Auditors, Association of Inspectors General, Association of Certified Fraud Examiners, or Information Systems Audit and Control Association. (Preferred) Incumbents without a certification from one of these identified organizations will be expected to become certified within their first two years of employment in this position.
