POSITION DUTIES & RESPONSIBILITIES:

  • This position is a professional Senior Human Services Program Manager assigned to the Drowning Prevention Program. The Program Manager is responsible for providing drowning prevention, water safety, health promotion, and public health education services in Broward County and is under the direct supervision of the Assistant Director in the Community Health Division of a large County Health Department. The Program Manager is responsible for coordinating the development, implementation, and evaluation of a comprehensive drowning prevention program that will reduce fatal and nonfatal drownings in Broward County. The Program Manager is responsible for advocating for drowning prevention and works within an organizational structure that interacts with county agencies, funding sources, first responders, schools, hospitals, community partners, regulatory departments, volunteers, and the public.
  • The Program Manager is responsible for all supervisory duties including, but not limited to recruitment and selection, developing performance plans, conducting performance appraisals, planning, directing work, approving leave, and taking disciplinary action as appropriate within the Drowning Prevention Program. The Program Manager motivates employees to improve the quality and quantity of work performed. The Program Manager is responsible for counseling staff, approving direct report’s timesheets, and employee activity records (EAR).
  • The incumbent is responsible for leading the planning, organization, evaluation, and program execution within contract compliance for the Drowning Prevention Program. The Program Manager will be responsible for managing all grant deliverables and will work closely with local decision makers to educate on the benefits of best practices for water safety. The incumbent will be responsible for developing all written reports including but not limited to annual workplans, bi-annual reports, strategic plans, and grant applications. The Program Manager will serve as a Level 4 Budget Manager to include the preparation and monitoring of annual budget for the assigned program area.
  •  The Program Manager must possess effective coalition building skills to serve as the Chair of the Drowning Prevention Taskforce in Broward County. The incumbent will serve as a subject matter expert while consulting with community agencies, organizations, schools, professionals, and community groups to enhance water safety practices throughout the county. The incumbent will work closely with program staff, community partners, and the statewide Injury Prevention Program on the coordination, implementation and evaluation of all strategies and activities to ensure that the local program is aligned with statewide objectives for a metro sized county.
  • Performs other related duties as assigned. 


 

 MINIMUM QUALIFICATIONS:

  1. Willing to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs shelter, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
  2. Experienced in aquatics.
  3. Experience with program implementation.
  4. Experience supervising staff.
  5. Experience collaborating with community partners.
  6. Experience delivering presentations in a large community setting.

PREFERRED QUALIFICATIONS

  1. Bachelor’s Degree from an accredited university or college in Public Health, Health Education, Public Administration, or related field.
  2. Experience developing written reports, deliverables, and correspondences.
  3. Experience leading a community coalition.
  4. Experience planning and conducting community outreach events.
  5. Experience with budget development and management.
  6. Data collection and analysis experience.
