This position is under the direct supervision of the Office Operations Manager II – SES. This position is identified as a highly sensitive position and is responsible for receiving money and performing tasks involving financial trust.   This position requires a background screening and fingerprinting. This position is identified as a key custodian for designated areas. Adheres to Information Security policies and procedures.

Serves as the main clerical support to the reception office of the Walton CHD, Santa Rosa Beach Coastal Branch, providing Spanish Bi-lingual clerical support in all of the below duties and responsibilities:

Maintains smooth clinic flow by adhering to the daily appointment schedule. Greets and acknowledges clients when registering for clinic appointments.  Ensures the clients are checked in timely according to Department policy and procedure. All patients/clients are to be greeted in a positive and friendly manner. Prepares medical charts prior to client appointments adhering to Records Management System guidelines. Verifies and updated patient/client information in the HMS database. Obtain/verify Medicaid, Medicare and/or third-party insurance information from clients, and assures authorization prior to routing patients through clinic. Conducts Financial Interviews with clients in order to determine eligibility and sliding fee scale following Information Security policies and procedures for all health department programs. Obtain vital information for patient/client integration in HMS. Input demographics, financial data, and record information in HMS for fee collection and reports. Verifies income and information for completeness and accuracy. Verify Medicaid eligibility using FLMMIS and other insurance portals. Provide routing information to patients/clients regarding appointments, programs, clinic schedules, medical release forms as requested, adhering to Records Management guidelines.

Maintains annual certification as an application counselor in the Health Insurance Marketplace and provides information and application assistance to clients who come into the Coastal Branch as needed. Performs cashier functions which includes collecting minimum fee, collecting payments according to clients sliding fee scale, and collecting payments from clients who have an outstanding balance. Ensures correct ICD-10 service codes are recorded into HMS and issue receipt to patients at time of service. Responsible for printing receipt detail report, cash drawer receipt, daily posting and service reports are printed on a daily basis according to the DOHP 56-66  Finance and Accounting/Accounts Receivable policy and the Office of Budget and Revenue Management/Cash Handling policy DOHP 57-01. Schedules appointments as needed per the request of the provider and answers telephones at service site. Monitors hallway area(s) daily for security purposes and maintains lobby. Ensures all incoming mail at the Coastal Branch, Santa Rosa Beach office is retrieved and routed to the proper staff members within DOH daily. Completes time entry and EAR entry within required time frame. Performs active duty during disaster as required, may be indeterminate periods of time.

May be required to travel in personal car to provide clerical support at satellite clinics. Required to work evenings and weekend shifts as needed to support clinic operations. Serve on health Department committees as requested and actively participate in Departmental and CHD Staff Meetings. Attend out of town training sessions and/or program meetings on DOH updates.

Performs all other duties as assigned by immediate supervisor.

Knowledge, skills and abilities, including utilization of equipment, required for the position:
Bi-lingual and Fluent in Spanish.  Computer Skills, ability successfully multi-task, ability to set priorities, ability to manage a telephone switchboard, strong communication skills, strong organizational skills, ability work with other and is customer service oriented. 

 

Licensure/registration/certification requirements (If applicable, list the appropriate Florida Statute or federal regulation cite): Current Driver's License
 

Other job-related requirements for this position:
Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. Purchasing card holder adheres to policy and procedures. 

Minimum- High School Diploma, 0-3 years clerical experience, experience with Microsoft programs, and phone skills.
Preferred- 3+ years clerical experience.

 

Working hours: Monday-Thursday from 6:30 AM  to 5:00PM with 30 minute lunch, Total hours in workweek 40.

May be assigned to other clinic locations as needed for staff coverage.
