Security Operations Center Manager (IT Security Specialist/Analyst II)

The Information Security Analysts II must be familiar with computer operating systems, network forensics, hardware and end point forensics.  Must have experience and knowledge of hacking and intrusion methods in addition to previous experience in security testing and computer system diagnostics.   Critical thinking, analytical skills and detailed documentation are crucial. 


  • Manage the Security Operations staff and oversee the day-to-day operations of the Security Operations Center.
  • Assist the CISO as the lead in investigations including employee conduct, network threats, suspected malware, and end point device forensics. 
  • Supports agency staff and management in ensuring compliance with agency security policies and procedures. 
  • Support agency staff and management with incident investigations as needed including support of agency’s Freedom of Information Office and Office of General Counsels eDiscovery responsibilities. 
  • Applies and uses applicable tools, policies, procedures and processes to monitor, detect and mitigate agency security threats. Stay up to date on security trends, training and current threats to ensure the security of agency assets. Will follow and/or document processes and procedures to monitor and identify security issues including violations of agency policies including agency information systems, employees, agency facilities and agency data repositories in both physical and electronic form. Findings, activities and statuses will be reported to the appropriate staff in a timely and professional manner.

Requirements

State Minimum Requirements: A bachelor's degree in information technology systems, computer science, or related field and experience in information technology systems or related area. Relevant experience may be substituted for bachelor's degree on a year-for-year basis.

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Agency Additional Requirements:  Bachelor’s degree in information technology, computer science, related technical field, or high school diploma with four years of relevant work experience. Three to five years of experience in areas of information security administration, network administration and/or information technology administration. Work and/or consulting experience in federal, state, city or local government is desirable.

Qualifications

DRIVING RECORD: 
If this position requires the applicant to possess a valid driver’s license to operate a state vehicle or personal vehicle, any applicant being considered in the final stages of selection for the position will be required to provide a certified copy of a 10-year driving record.

The work performed supports DHEC’s mission to improve the quality of life for all South Carolinians by protecting and promoting the health of the public and the environment. Effective July 1, 2024, this position will transfer to the South Carolina Department of Public Health created by Senate Bill 399 which provides for the creation of the Department of Public Health to assume the public health-related functions of DHEC.
