This position is located in the STD/HIV program area within the Bureau of Communicable Disease Prevention and Control


Design and maintain methods and procedures, in conjunction with program staff, for staff and subrecipients to use for collecting, receiving, analyzing, and submitting client-level and aggregate data. Maintain data accuracy, produce data reports, evaluate data quality, and make data available to other program staff and public health partners. Develop and maintain policies and procedures for the management of data collected and stored in Provide Enterprise.


Work with program, subrecipient, and vendor staff to implement changes, updates, and upgrades to the Provide Enterprise system, ensuring all federal and state requirements are met. This includes working with program staff and attending division, program, and national meetings to identify additional program needs and facilitate communication across stakeholders.
 

Design complex ad hoc queries of the database in response to internal and external data requests and run existing queries. Conduct data queries in Provide Enterprise for both standard and ad hoc reporting for federal, state, and program purposes.


Develop and maintain methods and procedures for monitoring data quality in Provide Enterprise. Work with program staff to identify changes to existing data quality checks and new data quality checks that are needed. Test or coordinates test of updated procedures. Monitor the quality of data and provide feedback to program staff for updates to data collection and input procedures. Analyze data query results to determine data quality and make program recommendations. Plan, conduct, and document quality improvement projects involving Provide data. Coordinate and manage all external data inputs into Provide Enterprise to ensure accuracy, usability, and cost savings.


Develop a technical assistance framework that aligns program goals and requirements, including training, onboarding users/programs, and the development of tools and training materials. Deliver training and technical assistance to Provide Enterprise users. Serves as technical expert for Provide Enterprise system, focusing on system capabilities, data integrity, and analytical strengths and weaknesses.

Requirements

State Minimum Requirements: A high school diploma and work experience in systems development and maintenance, technical support, or the support of database management systems. A bachelor's degree in a related field may be substituted for the required experience.

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Agency Additional Requirements: Bachelor's degree in a related field such as computer science, data science, information systems, epidemiology, health informatics, public health, healthcare administration, business administration, and five (5) years of work experience with database systems. Limited overnight travel may be required.

Qualifications

Master's degree in public health, IT, or related field.

Preferred qualifications: experience in health care data management systems, specifically HIV care, including data analysis, data management, establishing/monitoring data protocols, and federal reporting requirements.

Familiar with or knowledge of Provide Enterprise system. Experience with SQL, Crystal Reports, and other database applications for data analysis and ad hoc queries.

 Experience providing data system training and technical assistance. Experience with using Microsoft Excel, Word, and PowerPoint. Knowledge of HIV disease, prevention, and treatment.

Familiarity with project management activities and concepts.DRIVING RECORD: If this position requires the applicant to possess a valid driver’s license to operate a state vehicle or personal vehicle, any applicant being considered in the final stages of selection for the position will be required to provide a certified copy of a 10-year driving record.

This position is part of the South Carolina Department of Health and Environmental Control’s STD/HIV program area within the Bureau of Communicable Disease Prevention and Control. The work performed supports DHEC’s mission to improve the quality of life for all South Carolinians by protecting and promoting the health of the public and the environment. Effective July 1, 2024, this position will transfer to the South Carolina Department of Public Health created by Senate Bill 399 which provides for the creation of the Department of Public Health to assume the public health-related functions of DHEC.
